DOC TYPE: Notice of Intent to Award Purchase Order to Pico Quant on a sole source basis. Jo-Lynn Davis, Contracting Officer, Phone: 301-975-6337 DESCRIPTION: The National Institute of Standards and Technology intends to acquire a acquire time-correlated single photon counter (TCSPC), an instrument that can count single photons from up to four photon sources (input channels) simultaneously, and record time correlation events among the photons from the sources. The sole source is for the model Hydra Harp 400 - Mainframe for four channels and includes a trade-in of a PicoHarp model 300 The National Institute of Standards and Technology (NIST) intends to negotiate and award a purchase order using simplified acquisition procedures on a sole source basis under the authority of FAR 13.106(b)(1) to PicoQuant Photonics North America, Inc. West Springfield, MA 01089 Technical specifications required - The requested instrument shall have four identical synchronized but independent signal input channels. Input voltage range: 0 mV to -1000 mV. Each input channel must have adjustable delay at +/- 100 ns range with picosecond resolution - The requested instrument shall have a common synchronization input for all signal input channels. The trigger pulse width shall be between 0.5 to 30 ns with its rise and full time no longer than 2 ns. Trigger point shall be falling edge. - The requested instrument shall be capable using an external reference clock at a fixed frequency of 10 MHz with input of 0.2 to 1.0 V (peak-to-peak), 50 Ohms, AC coupled. An output connect provides the same clock at 0.3 V level. - Photon count rate shall be higher than 12.5 million counts per second per channel. The maximum synchronization rate shall be 150 MHz. Its dead time shall be less than 80 ns. - The instrument must capable of operating in Time-Tagged Time-Resolved (TTTR) mode. Histogram time bins must be at least 60k per channel with minimum width of 1 ps and 32 bits deep. - The requested instrument must have PC interface USB 2.0 or higher to work with a PC (Windows 7 operating system). - The requested instrument shall be in a compact, stand-alone box with modular, scalable design. - The instrument shall include complete built-in software for easy data processing and presentation. The North American Industry Classification System (NAICS) code for this acquisition is 334516 (Analytical Lab Instrument Manufacture) and the size standard of 500 employees No solicitation package will be issued. This notice of intent is not a request for competitive quotations, however; responses received by June 10, 2013 will be considered by the Government. A determination by the Government whether to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
