- SF18 CLAUSES PLEASE COMPLETE SECTIONS 13-16 AND RETURN THE SF18 WITH YOUR QUOTE. COMBINED SYNOPSIS/SOLICITATION WRAD-13-02577 (I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II) This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQ Number WRAD-13-02577/WSB. (III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-66. (IV) This solicitation is opened to all businesses. The associated NAICS code is 333316. (V) This combined solicitation/synopsis is for purchase of the following commercial item(s)/services: CLIN 0001: PROVIDE LIGHT FIELD (PLENOPTIC) CAMERA SYSTEMS WITH INDUSTRIAL CONTROL CAPABILITIES FOR SINGLE CAMERA 3-DIMENSIONAL IMAGING OF FISH IN ACCORDANCE WITH THE STATEMENT OF WORK. (VI) Description of requirements is as follows: Statement of Work WRAD-13-02577 This contract is for the purchase of a commercial, off-the-shelf, light-field (plenoptic) camera system that meets the requirements outlined below. This camera and supporting processing system must be fully functional as of the posting date and not in development. The vendor will have manufactured and sold/distributed multiple fully integrated light field cameras and processing systems previously. When delivered, the camera and processing system must have all necessary cabling provided and terminated, software applications installed, as well as any miscellaneous items included for a fully functional system that meets the statements below. The camera must be delivered with: 1. An interfacing software program that allows the user to directly modify camera settings without additional coding or networking. 2. A software development kit (SDK) that allows to user to have industrial control capabilities with the camera (ie...remote control of the camera). 3. The ability to capture/acquire still images through the industrial control interface (GigaEthernet) and provided processing machine. 4. A processing machine with all applications preinstalled necessary for acquiring still images and video. The pre-built software application must allow the user to enable/initiate camera acquisition and direct the camera to store images to the connected computer's hard disk. The machine must be capable of processing the full bandwidth of streaming video from the camera (~6GB GPU or higher). The post processing capabilities must include the refocusing of images with the depth range specified, access to three dimensional properties of individual pixels within the images (3D depth estimation), and the ability to export or store the data. 5. The user must have the ability to produce multi-perspective views of captured images and stereoscopic properties of images with the provided pre-installed software applications. 6. The user must be able to digitally refocus images in a range of 1.5-10 meters from the camera lens. 7. Price quotes shall be in U.S. Dollars. 8. The camera dimensions must be close (+/- 5%, including 35mm lens) to WxDxL = 4.5cm x 4.5 cm x 11 cm 9. Frame rate of 25fps minimum. 10. Resolution - 4.2 MP CMOS sensor 11. High quality 35mm lens optics with relative aperture f/2.4. 12. Input power for the camera 12-24vdc. 13. Camera communication via GigE. Power supplied separate from GigE interface. 14. Award Selection. The contract will be awarded to the vendor that is technically acceptable. "Technically Acceptable" is defined by the criteria listed above and evaluating the specifications provided by possible vendors. They shall meet all the requirements that are required in the statement of work. 15. Payments. All payments will be made within 30 days after receiving the product and invoice. 16. Delivery Date. Required delivery date is July 26, 2013. 17. All quotes shall include shipping. If shipping cost is above $100 U.S. Dollars, a copy of the shipping waybill shall be included with the final invoice. 18. Address. (IX) FAR 52.212-1, Instructions to Offerors -- Commercial Items (Jun 2008), applies to this acquisition. In addition to written price quotes, offers are instructed to provide a capability statement describing qualifications to perform the requirements. Inquiries (Apr 2010). Offerors must submit all questions concerning this solicitation in writing to Bill Bell either through email Bill.Bell@noaa.gov or fax at 206 526-6025 no later than June 4, 2013 at 9am Pacific Standard Time. (X) FAR 52.212-2, Evaluation - Commercial Items 2005-66, applies to this acquisition. Paragraph (a) is hereby completed as follows: Technically Acceptable. Offers will be evaluated based on factors set forth in the Section VI, and award will be made to the firm offering the "Technically Acceptable" to the Government in accordance with the Statement of Work. (XI) The offeror must submit a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items 2005-66 and System for Award Management Registration (SAM) FAR Clause 52.204.99 (Class Deviation from 52.204-7 (September 2012) (DEVIATION). (XII) The clause at FAR 52.212-4, Contract Terms and Conditions - Commercial Items 2005-66, applies to this acquisition. (XIII) The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items 2005-66 applies to this acquisition. The following clauses under subparagraph (b) apply: Please refer to the SF18 with Clauses. (XIV) The following clauses are also applicable to this acquisition: 52.252-1 Solicitation Provisions Incorporated by Reference (Feb 1998) 52.252-2 Clauses Incorporated By Reference (Feb 1998): This contract incorporates one or more clauses by reference, with the same force and effect as if they were given in full text.
