Description
The Naval Air Systems Command (NAVAIR) intends to negotiate a sole source order under Basic Ordering Agreement (BOA) N00019-11-G-0001 with The Boeing Company for sustaining engineering and technical support for the E-6B aircraft. Boeing is the Original Equipment Manufacturer (OEM) of the 707 airframe on which the E-6B is based. Boeing owns the historical design data, drawings, design principles/concepts, and structural strength relationships that are necessary to complete loads and stress design analysis and conduct structural rework trade studies to support the U.S. Navy E-6B aircraft. The engineering and technical support are for both recurring and non-recurring support of the commercial/military derivative 700 series E-6B aircraft. The sustaining engineering services to be procured include: Field Service Engineering (FSE) services and Field Service Representative (FSR) services as well as other areas of support relating to 707 aircraft sustainment as necessary. The planned period of performance is from 1 December 2013 through 30 November 2018, with a base year and four option periods. This intended procurement will be processed pursuant to the authority of 10 U.S.C. 2304(c)(1), whereby the supplies and services required are available from only one responsible source and no other type of supplies or services will satisfy agency requirements. Boeing is the only contractor with the necessary technical data to perform this support effort for the E-6B airframe. This notice of intent is not a request for competitive proposals; however, responsible sources may submit a capability statement which shall be considered by NAVAIR.
