W912EQ-13-S-0011 USACE Memphis District Electrical Upgrade at Ensley Engineer Yard, Memphis, Tennessee. THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. SOLICITATION, SPECIFICATIONS OR DRAWINGS ARE NOT AVAILABLE. This is a Sources Sought Notice for informational purposes only. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS, OR BIDS. The U.S. Army Corps of Engineers, Memphis District, requests information concerning its requirement for Ensley Engineer Yard Electrical Upgrade. The government will consider these responses before issuing a formal solicitation. Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. After review of the responses to this announcement, if the Government still plans to proceed with the acquisition, and after approval of the associated acquisition strategy, a solicitation announcement will be published in the Federal Business Opportunity. NO SOLICITATION IS CURRENTLY AVAILABLE. All interested offerors will have the opportunity to respond to solicitation announcements at a later time. This notice is to assist the Memphis District, Corps of Engineers in determining potential sources and to gauge industry capability. This sources sought announcement is not to be construed as a commitment by the Government, nor will the Government pay for the information solicited. The responses to this SOURCES SOUGHT synopsis are to be sent either via email to valerie.marshall@.usace.army.mil or submit hard copy to U.S. Army Corps of Engineers, 167 N. Main Street B-202, Attn: Valerie Marshall, Contracting Division, Room 665, Memphis, TN 38103 no later than 2:30 p.m. central standard time May 31, 2013. Ensure W912EQ-13-S-0011 is included on document(s) being submitted. NO APPOINTMENTS OR TELEPHONE CALLS WILL BE ACCEPTED Project Description: This is a market survey for providing electrical upgrades throughout Ensley Engineer Yard. The work consists of furnishing all plant, labor, materials and equipment to removing and replacing all 14KV medium voltage cables from the main switchgear to all substations throughout Ensley Engineering Yard. Also included is the installation of three pad mounted switchgears and two 15kV sectionalizing enclosure to ensure there are no splices throughout the reservation. This includes the associated project management, code and regulation compliance, and quality assurance requirements. The majority of existing cable within scope is 14KV EPR (ethylene propylene rubber), MV-105, Shielded Cable, #2 AWG single conductor cable, routed through several electrical manholes covering a run of approximately 13,000LF. The concrete encased duct banks leading from manhole to manhole are 3 - 4 inches in diameter conduits, and the manholes are typically half-full or more with accumulation of ground water. There is 2700 LF of ACSR (aluminum conductor steel reinforce) #2 AWG bare overhead transmission lines routed on wood poles and leads to manhole. Specifications, schedules and detail drawings will be furnished by designated personnel during prosecution of the work. The NAICS Code is 238210 with a size standard $14.0 million dollars. Cost of work under this procurement is estimated to be between $100,000 - $600,000. The Government requests capability statements which demonstrate the ability to provide electrical upgrades.
