FBO NOTICE VA259-13-I-0670 TYPE: Sources Sought NAICS:541380 PSC:H344 This is a Sources Sought Notice for the purpose of market research only. This notice is not a solicitation. Responses to this notice will not be evaluated for award. Responses will only be utilized to survey the marketplace and determine the availability of this service. The Fort Harrison VA Medical Center is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for boiler inspection and certification. The requirement is for semi-annual inspection and certification of the boilers at the Fort Harrison VA Medical Center located at 3687 Veterans Drive, Fort Harrison, MT 59636, and the Miles City VA Community Based Outreach Clinic (CBOC), located at 210 S. Winchester Ave., Miles City, MT 59301. The scope of work and number of boilers is as follows: The contractor shall provide all personnel, supervision, professional expertise, vehicles, tools, materials, services, equipment and quality control to perform Boiler Inspection and Certification for VA Montana. [Begin Scope of Work] Includes inspection, testing, reporting findings, reviewing VA records and incidental adjustments to boiler safety devices. Work will be performed at six month intervals. Boiler location and type: Fort Harrison VAMC 1. Superior, LPS, Boiler Model: 4-X-1024-W60-ICCF-GA2 2. Superior, LPS, Boiler Model: 4-X-1024-W60-ICCF-GA2 3. Superior, HPS, Boiler Model: 4-X-750-S150-ICCF-GA2 4. Superior, HPS, Boiler Model: 4-X-750-S150-ICCF-GA2 5. Superior, LPS, Boiler Model: 8-X-1250-S15-ICCF-GA2 6. Superior, LPS, Boiler Model: 8-X-1250-S15-ICCF-GA2 7. Superior, LPS, Boiler Model: 8-X-1250-S15-ICCF-GA2 Miles City VA CBOC 1. Hurst, LPS, Boiler Model: DS100-15-11 2. Hurst, LPS, Boiler Model: DS100-15-11 An inspection report shall be prepared and provided that outlines findings and corrective actions necessary to bring all boilers into compliance with current VHA requirements as included in VHA Directive 2003-050 "Boiler Plant Operations" and the most current edition of The VHA Boiler Safety Devices Testing Manual. Documentation shall be reviewed by the contractor at the six month on site testing session. Safety devices that have not been installed properly or that have not been installed with proper test ports will not be tested but will be included in the follow-up statement of work for repairs. Follow-up service to prepare a Statement of Work for necessary repairs that are beyond simple adjustments will be prepared by the contractor. The Statement of Work will be in a form that it may be utilized by VA to solicit repair contractors to perform the described work. To avoid possible conflict of interest, the contractor performing the inspections is not eligible to bid on performing repairs. The VA may also use the provided Statement of Work to accomplish the repairs with in house staff. When repairs are completed a follow up visit will be scheduled with the contractor to make certain that repairs have been properly accomplished. The contractor shall perform the following inspections. 1. High pressure boilers (above 15 psig): inspect furnace and other internal surfaces, closures and accessories. 2. High pressure boilers (above 15 psig): inspect exterior of unit, casing, supports, closures, accessories, valves, controls. 3. Review of Deaerator inspection report. 4. Boiler fouling and combustion gas flow check. 5. Tube leak check. The contractor will perform the following (Item 6 where such a boiler exists and VA requests it be included in the testing). VA staff will not perform this item. 6. Low pressure boilers (15 psig and below): inspect interior and exterior, supports, closures, accessories, valves, and controls. 7. Deaerator: interior cleaning and visual inspection- The contractor will accomplish the visual inspection. Interior cleaning is a maintenance item and will not be accomplished within this Scope of Work. 8. Adjust burner combustion settings and calibrate oxygen trim- This is a maintenance item and will not be accomplished within this Scope of Work. 9. Check vibration of burner fans- Contractor will check this item. 10. Operational Testing of Boiler Safety Devices: Items 10a through 10f will be accomplished by the contractor at the semi-annual testing session the contractor will also check the VA testing and records of the monthly testing. a. Low-water cutoff (slow drain) b. Low-water cutoff shunt switch c. Auxiliary low-water cutoff (slow drain) d. Auxiliary low-water cutoff shunt switch e. High-water alarm f. Low-water alarm (Items 10 g through 10i will be accomplished by the contractor at the semi-annual testing session). g. High-steam pressure cutout (recycle) h. High-steam pressure cutout (non-recycle) i. Steam safety valves (raise boiler pressure until valve pops) Item 10j will be accomplished by the contractor yearly. j. Steam safety valves (accumulation test at high fire) (Item 10 k will be accomplished by the contractor at the semi-annual testing session the contractor will also check the VA testing and records of the monthly testing). k. Flame scanner (Items 10 l through 10 oo will be accomplished by the contractor semi-annually. Items q, r and nn will only be accomplished if the equipment is installed in the boiler plant). l. Check gas vent valves for leaks. Main burner and pilot burner. m. High-gas fuel pressure cutoff n. Low-gas fuel pressure cutoff o. Gas fuel safety shut off valves proof of closure p. Leak test gas fuel safety shut off valves. Main gas and pilot gas. q. High-fuel oil temperature cutoff (heated fuel) r. Low-fuel oil temperature cutoff (heated fuel) s. Low-atomizing pressure for fuel oil t. High-fuel oil pressure cutoff u. Low-fuel oil pressure cutoff v. Fuel oil safety shut off valves proof of closure w. Leak test fuel oil safety shut off valves x. Check operation of Liquid Petroleum Gas pilot y. Low-pilot gas pressure cutout z. Forced draft fan motor interlock aa. Forced draft fan damper wide open for purge bb. Boiler outlet damper wide open for purge cc. Purge air flow interlock dd. Timing for prepurge ee. Timing for post purge ff. Igniter timing gg. The contractor will test at the semi-annual session and review VA's monthly tests of items 11 a through 11 d. a. Operation of deaerator high and low water alarms b. Operation of deaerator steam pressure/temperature control c. Operation of condensate storage tank high and low water alarms d. Operation of all other alarm devices e. Operation of boiler economizers; temperatures in or out; and check VA testing of same f. The contractor shall review VA's written procedures. g. Contractor shall conduct abbreviated combustion testing on each burner to verify proper tuning. h. Contractor shall Survey plant equipment and operations and identify cost-effective opportunities to reduce the use of fuel and electricity. Provide Statements of Work for accomplishing the work. The following items of the boiler safety program will be reviewed but not tested by the contractor: testing and adjusting water treatment; and deaerator six year wet particle testing and inspection of welds. Cleaning waterside of boilers and clean fireside and repair refractory are maintenance items and will not be accomplished within this scope of work [End of Scope of Work] The requirement is for a base year with four (4) option years dependent upon contractor performance. The State of Montana Department of Labor and Industry Business Standards Division Statutes Relating to Boiler Operators and Engineers is attached to this Request for Information. ALL POTENTIAL CONTRACTORS MUST BE ABLE TO ADHERE TO AND COMPLY WITH THE GUIDELINES, RULES, REGULATIONS, CERTIFICAITONS AND QUALIFICATIONS AS SPECIFIED IN THIS STATUTE, SPECIFICALLY: "50-74-203 QUALIFICATIONS OF BOILER INSPECTORS". The result of this market research will contribute to determining the method of procurement. THERE IS NO SOLICITATION AT THIS TIME. The request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. The government will evaluate market information to ascertain the potential market capacity.
