Description
This is a combined Synopsis/Solicitation/Notice of Intent for commercial items prepared in accordance with the format of FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are not being requested, and a written solicitation will not be issued for the solicitation number NIAID-NOI-13C-1630639, a Notice of Intent. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-66, dated April 1, 2013. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a small business set-aside; however, small disadvantage, minority, veteran owned, and HUB zone companies, etc. are encouraged in submitting a proposal. The associated North American Industry Classification System (NAICS) Code is 811219, which has a size standard of $19.0 million. The National Institute of Allergy and Infectious Diseases (NIAID) intends to procure on a sole source basis from Illumina, Inc. a one (1) year maintenance agreement for the following equipment that is to include two (2) deep sequencing machines and a cluster station: 1) HiSeq2000, serial #700622; 2) cBot, serial #6001452, and 3) MiSeq, serial #M00932. Standard service for the instrumentation to include full coverage for all service parts and labor, comprehensive 5 x 24(1) email support, 5 x18(2) telephone support, five (5) business day average on-site response time, critical and not critical hardware and software updates, applications support, access to online training modules. Illumina is the manufacturer of the combined instrument, and is, therefore, the only qualified company who can perform said maintenance. The contractor is responsible to provide qualified staff with extensive knowledge of the instrumentation and availability for servicing in a timely manner. The objective is to minimize downtime to allow high quality sequencing through high throughput deep sequencing via Illumina instrumentation. The period of performance will be one (1) year from date of award. Place of performance Bethesda, Maryland 20892. Award will be based on the following: 1) capability to meet the required specifications, 2) price, and 3) delivery. The Government will award a firm-fixed price purchase order to the responsible contractor. The FOB point shall be Destination. The following Federal Acquisition Regulations provisions and clauses apply to the acquisition: FAR 52.212-1 Instructions to Offerors Commercial Items; Far 52.212-2 Evalutaion Commercial Items; Far 52.212-3 Offeror Representation and Certifications Commercial Items; Far 52.212-4 Contract Terms and Conditions Commercial Items; Far 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items; and FAR 52.232-33, payment by Electronic funds Transfer-Central Contractor Registration (Oct 2003). A completed copy of provisions at FAR 52.212-3 Offerors Representation and Certifications Commercial Items must be included which can be online at System for Award Management (SAM) https://www.sam.gov. By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the SAM database prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation. [Note: Lack of registration in the SAM will make an offeror ineligible for award.] All responsible sources may submit offers that will be considered by this agency. Offers must be submitted no later than 5:00 p.m. Eastern Daylight Savings Time (EDST), Monday, June 10, 2013 through the U.S. Postal Service at the address of NIH/NIAID/AMOB, 10401 Fernwood Road, Room 2NE52F, Bethesda, MD, 20892-4811.
