Description
Subject: Request for Information (RFI), Synopsis for biological safety cabinets for Department of Veterans Affairs, Veterans Health Administration (VHA). Synopsis: The Department of Veteran's Affairs, Strategic Acquisition Center (SAC), Fredericksburg, VA intends to solicit the subject requirement on a full and open basis. The purpose of this RFI is an effort to conduct market research for use in formulating an acquisition plan to procure biological safety cabinets to support VHA. This RFI allows potential offerors to submit a non-binding statement of interest and documentation demonstrating their corporate capabilities, and suggestions that will allow the Government to refine its potential course of action. The RFI effort is intended to assess industry service capabilities and solicit feedback for acquisition planning purposes. The Strategic Acquisition Center (SAC) is requesting responses from qualified businesses concerns. The qualifying NAICS code for this effort is 337127 furniture, laboratory-type (e.g., cabinets, stools, tool stands, work benches), manufacturing. This RFI is to gain knowledge of potential qualified sources and their size classifications (Service Disabled/Veteran Owned Small Business (SDVOSB/VOSB), Hub zone, 8(a), small, small disadvantaged, woman owned small business, or large business) relative to NAICS 337127 furniture, laboratory-type (e.g., cabinets, stools, tool stands, work benches), manufacturing. Responses to this RFI, will be used by the Government to make appropriate acquisition decisions. After review of the responses to this RFI, a solicitation announcement may be published. Responses to this RFI are not considered adequate responses to the solicitation announcement. All interested offerors will have to respond to the solicitation announcement in addition to responding to this RFI. Request for Information: The Department of Veterans Affairs is seeking vendors who can provide the following or equal cabinets. Shielded 3' Table Model Total Exhaust Class II, Type B2 Biological Safety Cabinet for Hot Lab Room H1-K214 2 1 430-300 Dimensions without Shielding: 37 5/8" wide x 61" high x 32 7/8" deep. HEPEX Pressure Duct Electrical: 115 VAC, 60 HZ Drain Valve, Metal Diffuser Removable Work Tray, Removable Control Center Fluorescent Light Sliding Viewing Window w/ Window Alarm 8" Access Opening Two (2) Petcocks (right sidewall) One (1) Outlet (left front fairing) Two (2) Electrical Circuits w/ Fuses Front/Top Filter Service Electronic Airflow Control System Plastic Armrest Ultraviolet Light - 4303E34 Manual Butterfly Damper (8" Duct Collar) - NU-940-008 Silicone Sleeve Connection Kit (for use w/damper) - NU-940-001 36 Month Parts & Labor Warranty Exhaust Requirements: 496 CFM @ 1.5" w.g. Lead Shielding: 2" lead in base of hood. 2" Lead on left/right side and back of hood from base up to 36"H. Also Included in LFH-4 hood is cutout in base to recess dose calibrator ionization chamber (left side), side mounting bracket for dose calibrator control panel, dual electrical outlet w/data port (either RS- 232 or USB) and steel base cabinet with double doors. Installation and delivery must be included in capabilities. Attachment 1 identifies the pathway for delivery of the cabinet. Attachment 2 identifies the final placement of the cabinets. For equivalent cabinets, potential offerors must be able to successfully demonstrate how the proposed cabinets would satisfy the Government's need (i.e. identifying specific similarities). Instructions: Submit a brief description, with product illustration/drawings of the cabinets, including dimensions (height, width, length and depth) and manufacturer names and model numbers in ten (10) pages or less (including cover letter) that demonstrates how your company can supply the aforementioned or equivalent cabinets. Respondents must show the cabinet availability and the delivery time frame. Offerors are encouraged to provide comments concerning the cabinets in an effort to assist with the refinement of the subject requirement. Include past experience in supplying similar cabinets to the VA, other Government (Federal or State) agency, or for a private facility. Please specify your availability and your address. PLEASE INDICATE WHETHER YOU HOLD A GSA FEDERAL-SUPPLY SCHEDULE CONTRACT THAT COVERS THESE PRODUCTS AND, IF SO, THE CONTRACT NUMBER. Provide BUSINESS SIZE AND SOCIO-ECONOMIC STATUS; (a) Indicate whether your business is large or small; (b) If small, indicate if your firm qualifies as a small, emerging business, or small disadvantaged business; (c) If disadvantaged, specify under which disadvantaged group and if your firm is certified under Section 8(a) of the Small Business Act; (d) Indicate if your firm is a certified Service-Disabled Veteran Owned Small Business (SDVOSB) or Veteran Owned Small Business (VOSB); (e) Include the DUNS number of your firm and (f) state whether your firm is registered with the System for Award Management (SAM) at http://www.sam.gov and/or the VetBiz Registry at http://vip.vetbiz.gov. If not, please NOTE that any future solicitation could only be awarded to a contractor who is registered in SAM and to receive award based on VOSB or SDVOSB status you must be registered in the VetBiz Registry. (g) If applicable, citation of any current or past customers (i.e., within the past two (2) years) to include contract number, point of contact telephone number or e-mail address; and (h) other material relevant to establishing core competencies of the firm. Your response should include both the STATEMENT OF CAPABLILITY, GSA SCHEDULE INFORMATION, and BUSINESS SIZE AND SOCIO-ECONOMIC STATUS information as explained above. Please place "Attention: biological safety cabinets" in the subject line of your email. This notice is to assist the VA in determining sources and commercial capabilities only. NOTES: Issuance of this notice does not constitute any obligation whatsoever on the part of the Government to procure these commodities or to issue a solicitation nor to notify respondents of the results of this RFI. No solicitation documents exists at this time; however, in the event the acquisition strategy demonstrates that GSA is a viable option for procuring a solution, only those firms responding to this RFI and considered most capable shall be issued the resulting RFQ. The Department of Veterans Affairs is neither seeking proposals nor accepting unsolicited proposals, and responses to this notice cannot be accepted as offers. Any information the vendor considers proprietary should be clearly marked as such. The U.S. Government will not pay for any information or administrative costs incurred in response to this RFI.
