Description
Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions 9609 Medical Center Dr RM 1E144, Bethesda, MD 20852, UNITED STATES. Description The National Cancer Institute (NCI) plans to procure on a sole source basis with Philips Medical Systems 595 Miner Rd, Highland Hts., OH 44143 for a Multi-Nuclei upgrade. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. The North American Industry Classification System code is 541511 and the business size standard is $25 million. It has been determined that there is no opportunity to acquire green products or services under this contract. NCI is initiating metabolic MRI studies in humans to profile tumors on a biochemical basis to aid in improved diagnosis and obtain non-invasive biomarkers for treatment response. To this end, NCI has conducted several preclinical imaging experiments using mouse models of human cancer and metabolic MRI using 13C labeled tracers such as 1-13C pyruvate and 13C- based chemical shift imaging using small animal imaging systems equipped with multi-nulcear detection systems. Such facilities of multinuclear MRI need to be incorporated in the MIP Philips 3.0 T MRI system which currently is capable of detecting signals only from protons (1H). With the incorporation of 13C signal detection capabilities and the SPINLAB polarizer which can prepare clinical grade 13C labeled tracers, NCI's plan is to start clinical studies in humans with renal cell carcinoma and prostate carcinoma to profile the metabolic status of tumors and obtain imaging biomarkers useful in diagnosis, staging and treatment planning. The Multi-Nuclei Spectroscopy Specialist 3.0T is a hardware and software upgrade to the existing Philips 3T Achieva clinical MRI scanner to provide spectroscopy and imaging capability for other nuclei like C-13, P-31, N-15 in addition to protons. Additional hardware is also included to increase the number of receiver channels from the 2 to 6. This is required in order to perform clinical imaging studies with hyperpolarized C-13 and other nuclei to realize 4 to 5 orders of magnitude increase in sensitivity. Without this upgrade, the scanner is only capable of detecting signals from protons. Note that since this upgrade was designed for studies involving normal spin polarization, additional receiver coils, hardware, and software that are optimized for acquiring and reconstructing data from hyperpolarized agents will also be acquired separately. These additions are available only from Philips due to proprietary nature of the hardware, control software and imaging sequences. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on June 10, 2013. No electronic capability statements will be accepted (i.e. email or fax), an original and one copy must be sent to the NCI Office of Acquisitions at the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
