Description
SOURCES SOUGHT SYNOPSIS (Not a Notice of Solicitation) FA8601-13-T-0200SS The United States Air Force, LCMC/Operational Contracting Division, Wright-Patterson AFB, Ohio is seeking potential sources including small business (SB), 8(a), HUBZone, Economically- Disadvantaged Women-Owned (EDWO) and Service-Disabled Veteran-Owned (SDVO) small businesses, that are capable of providing a Vibration System needed to conduct MIL-STD-810G vibration testing as part of the US Air Force Aeromedical Certification Process. Firms responding shall specify that their products meet the specifications provided below and provide detailed product information to show clear technical compliance. Additionally, sales history including recent commercial companies sold to shall be included to determine commerciality. The specific technical requirements for the Vibration System are as follows: Definition of Costs: Cost includes equipment, delivery, installation, initial calibration, first year maintenance, minimum one year warranty, and initial training. Test Area Size: Must provide horizontal and vertical testing capacity. Include a minimum 1440 mm x 1440 mm slip plate for horizontal testing. Include a 762 mm x 1440 mm guided head expander for vertical testing. Slip plate and head expander shall have a 4" grid of 3/8 UNC inserts for payload attachment. Maximum Exterior Dimensions (Shaker and Slip Plate): 108" x 56" x 68" (L x W x H) Performance: Must be able to maintain the following conditions for testing: Displacement (pk-pk) - continuous of 76.2 mm Sine Force (peak) = 35.6 kN Max. Acceleration (sine peak) = 90.9 g Random Force (rms) = 32.5 kN Max. Acceleration (random rms) = 76.1 g Velocity (sine peak) = 1.8 m/s Usable Frequency Range of 0 Hz - 2.6 kHz Have a minimum internal load support capacity of 600 kg Controller: Provide closed-loop control for random, swept-sine, resonance dwell, classical shock, random- and sine-on-random, shock SRS, and field data replication. Power loss protector module to ensure smooth shaker shutdown and save data if power is lost. Environmental: Vibration system must be able to operate in the following environmental conditions: Temperature: 10 - 30ºC Power: Must be able to operate on: 480VAC/60Hz/Three Phase, 100 Amps Max 110VAC/60Hz, 30 Amps Max Control/Display: Must be able to control and display the vibration systems. Data Collection: Must be able to record the vibration parameters and data. Must be able to auto-generate plots/graphs in MS Word format. Must be compatible with Windows 7. All interested firms shall submit a response demonstrating their capabilities to produce the requested equipment to the Primary Point of Contact listed below. As stipulated in FAR 15.201, responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. No solicitation exists; therefore, do not request a copy of the solicitation. The decision to solicit for a contract shall be solely within the Government's discretion. NAICS Code assigned to this acquisition is 334519, with a 1000 employee size standard. Firms responding should indicate their size in relation to this size standard, and indicate socio-economic status (SB, 8(a), HUBZone, EDWO, and SDVO). Also indicate if you are a manufacturer or provide the name and size of the manufacturer of this product or the product(s) you will be supplying. Respondents are further requested to indicate their status as a Foreign-owned/foreign-controlled firm and any contemplated use of foreign national employees on this effort. The government reserves the right to consider a small business set-aside based upon responses hereto for any subsequent action. Any information submitted by respondents to this sources sought synopsis is voluntary. This sources sought notice is not to be construed as a commitment by the Government, nor will the Government reimburse any costs associated with the submission of information in response to this notice. Respondents will not be individually notified of the results of any government assessments. The Government's evaluation of the capability statements received will factor into whether any forthcoming solicitation will be conducted as a full and open competition or as a set-aside for small businesses, or any particular small business designation (e.g. 8(a), HUBZone, EDWOSB, SDVOSB, etc.). Capabilities package: All interested firms shall submit a capabilities package that explicitly demonstrates company capabilities-indicating examples of commercial sales-and product specifications related to this effort. Responses may be submitted electronically to the following e-mail address: Matthew.Strange@wpafb.af.mil. All correspondence sent via email shall contain a subject line that reads "FA8601-13- T-0200SS Vibration System." If this subject line is not included, the email may not get through email filters at Wright-Patterson AFB. Filters are designed to delete emails without a subject or with a suspicious subject or attachments. Attachments with files ending in.zip or.exe are not allowable and will be deleted. Ensure only.pdf,.doc, or.xls documents are attached to your email. All other attachments may be deleted. Responses may also be mailed to AFLCMC/PZIOA, POC: Matthew Strange, 1940 Allbrook Dr., Rm 109, Wright-Patterson AFB, OH 45433-5309 to be received no later than 2:00 PM Eastern Standard Time, 7 June 2013.
