Description
PURPOSE: The U.S. Bureau of Reclamation, Upper Colorado Region has a requirement for efficiency upgrades to the Provo Area Office's HVAC system. This requirement is being procured in accordance with Part 15 of the Federal Acquisition Regulations as a 100% small business set aside. The Bureau of Reclamation intends to issue a competitive solicitation for this requirement. PROJECT DESCRIPTION: The principal components of the work are listed under the project description below: A. Furnish and install new HVAC Direct Digital Controls (DDC) to replace all existing HVAC Pneumatic Controls. B. Replace all existing pneumatic control valves for VAV Boxes. C. Replace all existing air release valves, gate valves, and drain valves at each VAV Box location. D. Furnish and install new High Efficiency Motors to be controlled by Variable Frequency Drives (VFD's) to replace all existing Air Handler Motors (8 total) and Boiler and Chiller Motors (3 total). The existing mechanical system consists of five (5) Air Handlers located in mechanical rooms throughout the facility. E. Replace existing inline gate valves and butterfly valves in Mechanical rooms. F. Replace existing shaft and blower wheel in Mechanical Room #6. G. Furnish and install a new heat exchange system to replace current heat exchange system at the front entrance. H. Furnish and install ceiling fans for enhanced air circulation throughout the building. I. Test, balance, and commission the HVAC system. Vendors will be responsible for proposing systems that will meet the Government's requirements and goals. NAICS AND SIZE STANDARD: The NAICS code for this project is 238220 with a small business size standard of $14 million. COMPETITION: Solicitation R13PS49053 is anticipated to be conducted as a small business set aside. The Government reserves the right to award with or without discussions. The project specifications and project location will be defined in the solicitation document. The solicitation will require a substantial bid guarantee of 20% of the proposed price. The Contract will require payment and performance bonds for 100% of the contract price. Offerors must have sufficient bonding capacity. DISCLOSURE OF THE MAGNITUDE OF THE CONSTRUCTION PROJECT: The magnitude of this project is between $250,000 and $500,000 SOLICITATION RELEASE DATE: The release date for the final and formal solicitation No. R13PS49053 is anticipated between June and July 2013. Interested parties are encouraged to monitor this announcement for updates and the release of the solicitation documents. The solicitation documents for this procurement will be accessible from the Federal Business Opportunities (FBO) website, www.fbo.gov. It is, and will continue to be, all potential offeror's responsibility to monitor the FBO website for any amendments, updates, responses to questions and answers, etc. as the Government will not be providing any other methods of information dissemination. SYSTEM FOR AWARD MANAGEMENT (SAM, www.sam.gov): The System for Award Management (SAM) is a recently implemented Federal Government owned-and-operated FREE web site that consolidates the capabilities in Central Contractor Registration (CCR)/Federal Register (FedReg), Online Representations and Certifications Application (ORCA), and Excluded Parties List System (EPLS). Offerors must be successfully registered in SAM in order to be considered for a Government contract award. If you had an active record in CCR, you have an active record in SAM. SITE VISIT: The Government intends to conduct a site visit for highly-interested vendors sometime between June and July 2013. The date of the site visit will be issued with the solicitation.
