ATTN4: TnC ATTN3 - SOW ATTN2 PRICING SHEET ATTN1 - INTRODUCTION **************************************************************** Amendment 0001 changes the solicitation as follows: 1. ATTN1 & ATTN 4 are changed to reflect the following: - EVALUATION AND AWARD - The evaluation sequence of the factors is changed as follows: (i) technical/management capability (ii); past performance and (iii) price - DEPT OF LABOR WAGE DETERMINATION - The requirement is for a Guard I only. The Wage Determination rates for 27101 - Guard I apply. Carries out instructions primarily oriented toward insuring that emergencies and security violations are readily discovered and reported to appropriate authority. Intervenes directly only in situations which require minimal action to safeguard property or persons. Duties require minimal training. - INSURANCE REQUIREMENTS - Insurance required in accordance with FAR 52.228-5 Insurance:Work on a Government Installation. 2. ATTN2 PRICING SHEET - The Pricing Sheet is corrected to change Overtime Rate to Emergent Work Rate under CLINS 0003, 0006, 0009 and 0012. 3. Updated copies of all attachments are included: ATTN1 - CSS INTRO DPO GUARD SERVICE 052213 ATTN2 - PRICING SHEET DPO SECURITY GUARDS 052213 ATTN3 - SOW DPO SECURITY GUARD 013113 ATTN4 - TnC INTRO DPO GUARD SERVICE 052213 All other terms and conditions remain unchanged and there is no change to the closing date of 5/30/13 for submission of quotes. ***************************************************************** GENERAL REQUIREMENTS: 1-- INSTRUCTIONS TO BIDDERS The Department of Transportation, U.S. Maritime Administration (MARAD), Division of Pacific Operations (DPO), San Francisco, CA intends to award a firm fixed price contract to provide DPO Ready Reserve Fleet (RRF) Lay Berth Security Guard Services at Alameda Piers 2 and 3; and at San Francisco Piers #50 and #96. The performance period of the awarded contract will be for a base year and three option years. The Pre-solicitation Conference is scheduled for Wednesday, May 15, 2013 at 10:00 AM. Solicitation DTMA94Q20130019 closes Thursday, 5/30/2013 at 2PM PT. Award of Option Years is subject to Availability of Funds. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format prescribed in Subpart 12.6 of the Federal Acquisition Regulation (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. NAICS code 561612, Security Guards and Patrol Services applies. This is a small business set-aside. The solicitation number is stated above, and it is being issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-61B dated October 15, 2012. 2-- INSTRUCTIONS TO BIDDERS- submittal required with quote The following information is required from Bidders and must be submitted with your quote: A. TECHNICAL/MANAGEMENT CAPABILITY - Bidders shall explain their technical capability to perform the contract and their management oversight to: 1. to ensure the qualifications and training of the guards meet contract requirements; 2. to ensure satisfactory service and optimize the performance and reliability the services required; and 3. to reconcile the additional hours used and remaining on the contract. B. PAST PERFORMANCE - Bidders shall provide a list of all contracts (Not to exceed three), commercial and/or government performed within the last 3 years for work similar to the instant procurement, including a brief summary, original contract dollar value, completed period of performance, and customer point of contract (address, telephone number and e-mail). 3-- EVALUATION and AWARD The Government will award a contract resulting from this solicitation without discussion to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) price, (ii) technical capability; and (iii) past performance Non-priced factors are technical capability and past performance and non-priced factors are more important than price factor. A contract will be awarded based on the overall price offered for all line items (CLIN0001 through 0012 - base year and all option years), the technical capability and past performance. Award will be made on a best value basis to the responsible offeror whose offer conforming to this solicitation is evaluated to be most advantageous to the Government, price and non-price factors considered. Tradeoffs are permitted between price and non-price factors. A trade off process is appropriate when it may be in the best interest of the Government to award to other than the lowest priced offer. 5-- PRE-SOLICITATION CONFERENCE Pre-Award Conference is scheduled for Wednesday, May 15, 2013 at 10:00 AM at U.S. Department of Transportation, Maritime Administration, 201 Mission Street, Suite 1800, San Francisco, CA 94105. In accordance with FAR 52-216-1, quotes must be received by the Contracting Officer, including any amendments and revisions and all evaluation factors required above by the time specified in the solicitation. 7-- REPS AND CERTS - The FAR requires that bidders provide Reps & Certs at least annually via ORCA. Bidders are advised price their quotes with the understanding that all guards hired under this contract must be paid at the rates applicable to GUARD 1 or GUARD II qualifications. 9-- INSURANCE REQUIREMENTS MCL.H.4 Indemnity and Insurance (Additional) (All limits up to $5,000,000.00 are revised to $1,000,000.00 for this solicitation) Notice To Proceed (NTP) is contingent of receipt of valid insurance coverage per contract requirements.
