- NASA/MSFC has a requirement for continuation of engineering technicians and other trade skills to perform testing, ground and space based research, test operations, data analysis, instrumentation calibration, machine and electrical shop operations, and other technical activities under the current Marshall Engineering Technicians and Trades Support Services contract (METTS) Contract. It is recommended this action be accomplished through a 1-year extension to the METTS contract with Info Pro Corporation (IPC) with an estimated value of $12.1 million. Approval of this action will allow for continuation and stability of these services through the completion of the re-competition process for the follow-on METTS requirement. IPC is uniquely positioned to continue providing the engineering technician and related services in support of Space Launch System (SLS) during this time of design, fabrication and testing. IPC has been the support contractor providing engineering technician and related skills to MSFC since initiation of the SLS Program. Use of IPCs existing and proven capabilities will permit the timely execution of significant tasks that are necessary for achieving SLS milestones. In support of International Space Station (ISS), IPC has provided significant contributions in the success of the Environmental Control and Life Support System (ECLSS) Project. Currently, the ECLSS Project is scheduled to ramp down to a close approximately March-April 2014. No other source is capable of delivering final fabrication and assembly of this hardware without introducing attrition-related schedule and performance risks for MSFC. IPC has been providing support to Propellant and Pressurant (P&P) Services since September 2010, when it was transitioned to METTS from the NASA Test Operations Contract (NTOC). Since assumption of the work, IPC has provided a significant contribution to the correction of several pressure certification issues identified on MSFC facilities and systems. These actions are scheduled for completion by the end of 2013. No other source is capable of completing these actions in the timeframe specified. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on June 6, 2013. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
