Description
This is a notice of intent to award a sole source commercial service GSA Federal Supply Schedule Order to Management Solutions, LLC of Knoxville, TN, for schedule analysis services in support of construction management at the Wolf Creek Resident Office, a project of the Nashville District U.S. Army Corps of Engineers. This procurement has been approved for other than full and open competition under the authority of 10 U.S.C. 2304(c)(1), Federal Acquisition Regulation 6.302-3(a)(2)(iii), to acquire the services of an expert or neutral person for any current or anticipated litigation or dispute. Services shall be provided for a twelve (12) month duration. The scope of the task order includes schedule analysis to provide construction management services to the Wolf Creek Resident Office. The project has a need for one Level I and one Level II Schedule Consultant experienced in construction projects especially with the use of Primavera software. The Schedule Consultants shall work under the supervision and administration of their organization. The USACE Resident Engineer is kept informed of pertinent commitments between personnel and their organization. The Resident Engineer or other designated personnel will outline requirements, provide information on related work being performed, and provide general instructions on the duties described herein. Schedule Consultants will not be needed on a full-time basis. It is anticipated that duties will be required both onsite and at their home office. The Consultants shall be required to review the construction contractor's schedule to determine if complete, constructible, and in compliance with the contract requirements. The Consultants shall provide technical support and analysis on the effects of changes, modifications, claims, and other issues which are anticipated to result in dispute or litigation. The Federal Acquisition Regulations allow for the submission of capability statements from prospective offerors to show interest which shall be considered by the Nashville District U.S. Army Corps of Engineers. This is not a request for capability statements or quotes. However, the Nashville District U.S. Army Corps of Engineers will consider any capability statements or quotes submitted by all responsible sources. Depending on the evaluation result of the capability statements, the Contracting Officer will determine if this sole source action is justified or if a solicitation must be issued to interested firms. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No requests for capability briefings will be honored as a result of this notice. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. If potential offerors choose to submit information, past performance and references regarding capability to perform these services must be provided along with the statement of capability. The Government will not award a contract based on the information received, nor reimburse participants for information they provide. Information provided is strictly voluntary.
