Description
The Naval Air Warfare Center Aircraft Division (NAWCAD), Patuxent River, MD intends to solicit, negotiate, and award on a sole source basis a contract with Compass Systems, Inc. (CSI), 21471 Great Mills Road, Lexington Park, MD 20653, Cage Code 08AL5, under the authority of FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The Government has a requirement for Operational Mapping and Networked Intelligence (OMNI)- Based Optical Sensor system Cargo Aircraft Roll-on/Roll-off (OSSCAR) Sensor Systems to include advanced Research and Development and extending and expanding initiatives under Contract N00421-07-C-0011. The support for the Roll-on/Roll-off Sensor Systems will include tasking for the Naval Manned Aircraft; development of Command, Control, Communications, Communications, Computer, Intelligence, Surveillance, and Reconnaissance (C4ISR) systems; data management/fusion; and application to manned and UAV platforms. Travel to perform testing may include in CONUS and OCONUS (Afghanistan, IRAQ, Columbia). Only CSI has the corporate knowledge (as the sole designer, developer, and maintainer of the OMNI systems) and the expertise required to develop, integrate, and deploy the OMNI-Based OSSCAR systems without incurring unacceptable delays or duplication of costs. In addition, CSI possesses the data rights and extensive directly applicable warfighting theatre-specific experience to provide the continued research and development of OSSCAR with additional multifunctional Intelligence, Surveillance and Reconnaissance (ISR) platforms and their associated Ground Control Stations (GCS) for Navy/Marine Corps and other agencies requiring timely intelligence and tactical information for battlefield dissemination. It is anticipated this will be a three year contract to include R&D and delivery of up to six (6) OSSCAR systems with an award in the October - December 2013 timeframe. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This acquisition is being pursued on a sole source basis. However, interested parties may submit a capability statement, which shall be considered by the agency no later than 15 days after the date of publication of this notice. Technical capability will be determined solely on the content and merit of the information submitted in response to this synopsis. Therefore, it is incumbent on the interested party to provide sufficient technical literature, or other documentation, in order for the Government to make an adequate technical assessment. The written response shall clearly show the firm's capability, background, experience, and assets necessary to perform the required work without compromising the quality, accuracy, reliability, and delivery of the products to the warfighters, and be submitted by email to dora.hill@navy.mil. The Government reserves the right to process the procurement on a sole source basis based upon the responses received. To be eligible for contract award or payment by any Department of Defense activity, offerors must be registered in the System for Award Management (SAM) database, see http://www.sam.gov. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The Government is not committed nor obligated to pay for the information provided, and no basis for claims against the Government shall arise as a result of a response to this notice.
