- Install Upgrade to Existing Gate, Operator system and Access Control Keypad at USCG ANT Jacksonville, Florida 1. General Requirements 1.1. The contractor shall provide all management, supervision, labor, supplies, materials, equipment, tools and transportation necessary to install upgrade to existing gate, operator system and access control keypad at USCG Aids to Navigation Team (ANT) Jacksonville, FL. 1.2. The Contractor is responsible for the protection of existing structures, utilities, work and vegetation. Workers shall stay within the site area. Any damage shall be repaired at the contractor's expense. 1.3. The contractor shall unload, unpack, and store all equipment as such as to protect its physical condition. 1.4. The contractor shall removal all previously installed equipment and hardware within the scope of work. 1.5. Disposal of non-reusable equipment, components, and materials. The contractor shall dispose of, as scrap, all items or materials removed during the completion of the project that are not designated to be: reinstalled, retained and shipped by the Contractor to a Coast Guard authorized facility, or turned over to the Coast Guard Inspector. Ensure that all item/material disposals are in accordance with applicable Federal, state, and local regulations. 1.6. Prior to starting work on applicable systems, the contractor shall notify the COR, in writing, of equipment, systems, circuits, components, piping, and valves that require isolation so that tag-outs/lock outs can be accomplished. Allow for up to 48 hours for approval. 1.7. Housekeeping. -The Contractor shall maintain good housekeeping conditions at all times, and provide adequate aisles and passageways in all work areas. Ensure that all staging platforms, ramps, stairways, walkways, aisles, and passageways are kept clear of all tools, materials, and equipment (except those that are in use), and all debris such as welding rod tips, bolts, nuts, and similar material. - Ensure that all working areas on or immediately surrounding the work area are kept reasonably free of debris, and construction material. To ensure that materials and debris do not present a hazard to personnel. - Take action to mitigate any slippery condition on walkways or working surfaces. - Maintain free access at all times to all exits and to all fire alarms or fire-extinguishing equipment. - Keep all oils, paint thinners, solvents, waste, rags, or other flammable substances in fire resistant covered containers when not in use. - Upon completion of all work, remove equipment and material from the work site and restore all existing facilities affected by the work to original conditions. 1.8. Labels/tags The Contractor shall provide identification labels for all electrical and electronic equipment and fittings installed. 1.9. Inspection/Tests/Final Inspection A. Only the COR/Government Inspector and the Contracting Officer has the right to reject defective workmanship or material. B. Only the Contracting Officer is authorized to change any provision of the contract. C. It is the Contractor's responsibility to ensure quality construction. Arrangements for witnessing system tests will be coordinated in advance. Work or materials not meeting the requirements of the contract will be rejected -- even after installation. D. Only the Contracting Officer's Representative (COR) and Contracting Officer can accept the work. Acceptance by the Government will be made as promptly as practicable after completion and inspection of all work required by the contract. The Contractor shall perform all tests and inspections in the presence of the CG Inspector. The Government reserves the right to perform any additional inspections deemed necessary to ensure the work conforms to the prescribed requirements. Final inspection, punch list, acceptance and cleanup of the project site shall be completed before the contract completion date. Final acceptance of the work will be by the Contracting Officer or an authorized representative. 2. Scope 2.1. Install motor vehicle gate operating system utilizing a direct drive slide gate operator. 2.2. Replace existing gate with either stainless steel or aluminum coated stainless steel and compatible with existing infrastructure. Modification to the electrical system to meet operator requirements is authorized. 2.3 Install Keypad and Stand to serve as primary access control operator for gate. 2.4 Install Free Exit Detector Loop. Asphalt shall be patched/repaired back to original operational condition. 2.5 Install all necessary electrical connections required to provide power to gate operator and access control keypad. Electrical work shall be performed by an electrician certified/licensed to perform required services IAW State and Local regulations. 2.6 Install concrete pad to support Gate Operator components. 2.7. Contractor will coordinate any extended closure of access point with the facility commander representative prior to shutdown.. 2. 8. Requirements: • The contractor shall use direct drive technology as the operating force. The drive system shall not use gears, belts, chain, sprockets or any other mechanical means of transferring the drive force to the gate. • Operator shall be capable of handling gates up to 1000lbs at a rate of not less than 1 ft second. • All electrical and electronic components shall conform to U.L. standards. • All metallic components shall be of stainless steel, powder coated / anodized aluminum or corrosion protected steel. All fasteners shall be produced out of stainless steel, aluminum or have zinc plating. • The controller enclosure shall comply with NEMA Type 3R, 4, and 12 • The operator shall interface with all standard access control devices. • The operator shall interface and operate with entrapment and safety devices in accordance to U.L. 325. Type B1 Photoelectric cell or equivalent non-contact sensor and Type B2 Edge device or equivalent contact sensor are the preferred entrapment and safety devices. Other classes of acceptable devices may be considered if Type B1/B2 devices are found to be impractical. • The operator shall interface with all vehicular detection devices. • The operator electrical supply standard shall be 208/240VAC, single 60Hz. • A minimum of 20 amp service shall be available at the installation site. Additional options and configurations may require higher current service. • All electrical supply shall be installed in accordance with the National Electrical Code (N.E.C.). Additional local codes may exist. • System shall be capable of operating under either 24VAC Rechargeable Battery or 24VDC 2A fused power supply. • The operator shall be equipped with a manual release handle that will disengage the operator from the gate in the case of a power failure or malfunction • The operator shall have a normal ambient operating temperature range of 00F / +105F • The operator shall have provisions for employing heating or cooling elements required in geographical locations exceeding the normal ambient operating temperature range. • The operator shall be installed in accordance with the manufacturer's installation instructions. CONTRACT ADMINISTRATION DATE Part A: Contracting Officer Representative (COR) CWO3 Heidi Eystad is the Contracting Officer's Technical Representative for the purpose of day to day technical administration/inspection of all work under the contract. This includes, but is not limited to, administration of progress, approval of submittals, final inspection and providing technical assistance when required. The contractor is cautioned that in no instance is the above named person authorized to approve any changes which will involve the quantity, quality, price or performance of the contract. Part B: Contract Administration The progress of the resultant contract shall be closely monitored by telephone calls, informal meetings, formal reviews, and information audits as may be required. The Contract Administrator (CA) for other than technical advice shall be the Contract Specialist (CS) designated by the CO. SPECIAL CONTRACT REQUIREMENTS Part A: Access to Government Property (On-Site Contractors) The COR will make all necessary arrangements for access by contractor personnel to the work site(s). While on government property, the contractor personnel shall comply with all rules and regulations pertaining to health and safety, not only as they apply to themselves, but also to other personnel and property at the site. Contractor personnel shall comply with all regulations restricting the disclosure of information which may become know during the performance of this contract. Part B: Permits and Licenses In the performance of work hereunder and with the price herein, the contractor shall obtain and maintain in effect all necessary permits and licenses required by Federal, State, or local government, or subdivisions thereof, or of any other duly constituted public authority. Further the contactor shall obey and abide by all applicable laws and ordinance. Part C: Indemnification The contractor shall hold harmless and indemnify the government against any and all claims and costs of any kind and nature, for any loss or damage occurring in connection with the contractor's acts or omissions incident to its performance under this contract. This indemnification includes the acts or omissions of the contractor, any subcontractor or any employment, or representative of the contractor or subcontractor. Part D: On-Site Contractor Performance During all operations on government premises, the contractor personnel shall comply with the rules, regulations and procedures governing the conduct of personnel and the operation of the facility, as expressed in DHS, US Coast Guard written and/or oral procedures. These procedures shall be furnished to the contractor within five (5) days after contract award. Part E: Safety and Health In order to provide safety controls for protection to the life and health of contractor personnel; for prevention of damage to property, materials, supplies and equipment, and for the avoidance of work interruptions in the performance of the contract, the contractor shall comply with the safety, health and fire protection policies and procedures as may be provided. The contractor shall maintain an accurate record, and shall report to the CO all incidents and accidents resulting in death, traumatic injury, and/or damage to property, materials, supplies and equipment incident to work performance under this contract. The contractor shall take or cause to be taken such additional safety measures as the CO may determine to be reasonably necessary. The CO or the COR will notify the contractor of any noncompliance with the provisions of this section and corrective action to be taken. The contractor shall, after receipt of such notice, immediately take such corrective action. Such notice delivered to the contractor or COR at the site of work shall be deemed sufficient for this purpose. If the contractor fails or refuses to comply promptly, the COR may issue an order stopping all or part of the work until satisfactory corrective action has been taken. No part of the time lost due to any such stop work order shall be subject of claim or extension of time for costs or damages by the contractor. Compliance with the provisions of this action by subcontractors will be the responsibility of the contractor. Part F: Identification of Employees During the life of this contract, the rights of ingress and egress for contractor personnel shall be made available as required. In this regard, all contractor personnel whose duties under this contract require their presence on-site shall be clearly identifiable by a distinctive badge furnished by the government. The COR will assist the contractor in obtaining the badges for contractor personnel. It is the sole responsibility of the contractor to insure that each employee has proper identification at all times. All prescribed identification shall immediately be delivered to the security office for cancellation or disposition upon the termination of employment of any contractor personnel. Contract personnel must have this identification in their possession during on-site performance under this contract. WORKMEN COMPENSATION: As required by law at the job site Part G: Qualifications of Employees The CO may require dismissal from work of those employees which he/she deems incompetent, careless, insubordinate, unsuitable or otherwise objectionable, or whose continued employment he/she deems contrary to the public interest or inconsistent with the best interest of national security. The contractor shall fill out, and cause each of its employees in the contract work to fill out, for submission to the government, such forms as may be necessary for security or other reasons. Upon request of the CO, the contractor's employees shall be fingerprinted. Each employee of the contractor shall be a citizen of the United States of America, or an alien who has been lawfully admitted for permanent residence as evidenced by Alien Registration Receipt Card Form I-151, or who presents other evidence from the Immigration and Naturalization Service that employment will not affect his/her immigration status.
