- The National Institute of Standards and Technology (NIST) seeks information on commercial vendors that are capable of providing a Eulerian cradle to support the measurement capability of BT-4 in the NIST Center for Neutron Research (NCNR) user facility. The system will be sited in the NCNR a resource accessible to researchers in the NCNR and to outside users via collaboration to measure a wide range of physical properties of materials. After results of this market research are obtained and analyzed, and specifications developed, NIST may conduct a competitive procurement and subsequently award a Purchase Order for a Physical Measurement System. If at least two qualified small businesses are identified during this market research stage, then any competitive procurement that resulted would be conducted as a small business set-aside. The Eulerian cradle is a device that, when combined with existing sample-positioning instrumentation, will constitute a "4-circle" goniometer. Compared to typical goniometers in use at the NCNR, a 4-circle goniometer has the advantage that the entire angular range is accessible, and angles can be adjusted independently. The NCNR will use a cryostat or cryocooler in conjunction with the Eulerian cradle. In addition to the cradle itself, the NCNR requires a cryostat carrier with an x-y-z translation stage, as well as a video camera and scope to use for optical alignment of the sample. The measurement system shall meet the following minimum requirements. 1) Load (weight) capacity: 15kg minimum 2) Sample orientation axes must be motorized and must operate independently. That is, if the chi circle is rotated, the phi circle is not and vice versa. 3) An XYZ cryostat holder must be provided so that it is possible to mount a cryostat or cryocooler on the Eulerian cradle, such as the Huber 512.12 or similar. 4) The Outer Diameter of the Chi circle of the Eulerian Cradle should be less than 21 inches. 5) Angular travel range: Phi circle: 360 degrees. Chi circle: 360 degrees. 6) Angular accuracy: 30 arc seconds on both the phi and chi circles. 7) Repeatability: 30 arc seconds on both the phi and chi circles. 8) Backlash: 15 arc seconds on both the phi and chi circles maximum. 9) Angular resolution: 0.001 degrees or smaller. 10) Sphere of confusion [mm] with a load of 10kg:.02 mm 11) Compatibility with existing sample positioning devices: Huber 1000 series goniometer heads should fit on the goniometer head support of the phi circle to allow for compatibility with the existing heads and future systems. 12) A scope must be provided, which can be mounted on the Eulerian cradle, such as the Huber 512.12 or similar for optical alignment of the sample. Furthermore, a video camera should be provided, which will attach to the scope and provide output which can be read by a computer. NIST is seeking responses from all responsible sources, including large, foreign, and small businesses. Small businesses are defined under the associated NAICS code for this effort, 334516, as those domestic sources having 500 employees or less. Companies that manufacture an Eulerian cradle are requested to email a detailed report describing their abilities to joni.laster@nist.gov no later than the response date for this sources sought notice. The report should include achievable specifications and any other information relevant to your product or capabilities. Indication of number of days, after receipt of order that is typical for delivery of such systems. 4. Indication of whether each instrument for which specifications are identified are currently on one or more GSA Federal Supply Schedule contracts and, if so, the GSA FSS contract number(s). 5. Any other relevant information that is not listed above which the Government should consider in developing its minimum specifications and finalizing its market research.
