- Description
- The Naval Air Warfare Center Weapons Division (NAWCWD), China Lake, CA intends to procure on a Firm-Fixed Price (FFP) and Cost Plus Fixed Fee (CPFF), Indefinite Delivery Indefinite Quantity (IDIQ) contract on an other than full and open competition basis from Mercury Defense Systems (MDS), 10855 Business Center Dr., Cypress, CA 90630-5252, formerly known as KOR Electronics. This requirement is for 250 each I/J Band Digital Radio Frequency Memory (DRFM) Modules, 200 each Teardown and Evaluations, 200 each Repair Services and 23,250 hours for Modification Services over a five (5) year period. The Delivery Schedule will be specified in individual delivery/task orders. MDS is the only known contractor who possesses the technical knowledge and data to provide the DRFMs and incidental services as required. No other company could produce an equivalent qualified system without either the proprietary data or duplication of all the developmental efforts. Starting over with a new design would incur a significant cost and require an unacceptable time delay to develop and qualify the new design. A written solicitation will be issued and posted at FedBizOps. All responsible sources believing they can provide the required supplies/services may submit a written capabilities statement or proposal which shall be considered by the agency. Written responses shall clearly show their ability to perform the work without compromising the quality, accuracy, reliability, and delivery of the requirements. Written responses shall be submitted to Adrienne Hickle via email at Adrienne.hickle@navy.mil on or before 12 June 2013. The anticipated award date is on or before 30 May 2014. See notes 22 and 26.
