- REHAB HOFR ASH PIT Synopsis/pre-solicitation Notice; this announcement is not a solicitation, but a pre-notice of a proposed contract action. The primary purposes of this notice are to improve small business access to acquisition information and enhance competition by identifying contracting and subcontracting opportunities. GENERAL: On or about 12 June 2013, The Department of Interior NATIONAL PARK SERVICE intends to solicit competitive offers from eligible small business concerns that specialize in Historic Masonry Restoration to perform the rehabilitation of the historic Ash Pit at the Home of Franklin D. Roosevelt National Historic Site in Hyde Park, New York. DESCRIPTION: The Contractor shall be responsible for all materials (excluding salvaged materials on-site), labor, equipment, and supervision necessary to execute the work described in the written specifications and drawings. The Ash Pit structure originally served as a repository for fireplace-produced ash; and over time the Brick Arch / Roof has partially collapsed due to failure of the mortar joints, and needs to be disassembled and reconstructed using the original materials and new mortar. As a key feature in the historic core of the park, this ash pit is a unique interpretive tool in discussion of estate life in the period of FDR. The goal of this project is to restore this historic structure to its former condition in a good state of repair. SCOPE OF WORK:The principal features of the work include, but are not limited to, the following: A. Selective Demolition includes: 1. Masonry: Removal of the existing brick at the vault roof in preparation for a new setting bed. The removed brick shall be re-used for the reconstruction of the roof. 2. Masonry: Dismantling of damaged, loose, or displaced areas / sections of brick in preparation for re-building. 3. Masonry : Dismantling of areas / sections of brick wall where individual brick units are cracked through. 4. Masonry: Dismantling the stone steps (located on the north side of the Ash Pit) in preparation for re-setting. 5. Site: Removal of accumulated soil / vegetation / debris at the immediate perimeter of the Ash Pit and stone steps. Excavation work shall be limited to exposing the brick wall / roof portions of the Ash Pit. The stone foundation shall remain covered by soil. B. Metal Work includes: 1. Repair of the existing cast iron ash chute pintles and frame in preparation for the attachment of a new, fabricated ash chute door. 2. Fabrication and installation of a new cast iron door to be fixed in-place at the top of the ash chute (on the east side). C. Masonry Work includes: 1. Rebuilding brick sections that are damaged / displaced; and sections of the wall that have had thru-cracks in the individual brick units. 2. Rebuilding the brick vault roof over a new gravel / sand mix to form the geometrically correct and consistent arch of the roof as it was originally designed. 3. Resetting the adjacent stone steps to a level condition longitudinally. The rise / run ratio shall be consistent throughout. The treads shall have a 0.25 inch wash. 4. Removal of areas of top soil and/or accumulated organic / inorganic material that built up over the brick work. The intention is to remove the soil covering to the defined line between the stone foundation (to remain buried) and the originally exposed brick. D. Work not included: 1. Complete removal of the gravel/sand infill in the Ash Pit. 2. Excavation beyond 12 18 inches of the perimeter of the Ash Pit and adjacent stone steps. LOCATION: The Franklin D. Roosevelt National Historic Site is within the National Park Services Roosevelt-Vanderbilt National Historic Site, located 4097 Albany Post Road (Rt. 9) in Hyde Park, New York.
