The products herein are being procured in accordance with the simplified acquisition procedures as authorized by FAR Part 13.106-1 (b) (1). The North American Industry Classification System Code is 334517 and the business size standard in 500. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. It has been determined that there is no opportunity to acquire green products or services under this procurement. Delivery shall be made within 4 weeks of contract award. The Laboratory of Tumor Immunology and Biology (LTIB) is a large translational research program with the goal of designing, developing, and delivering innovative immunotherapies for various types of human cancers. Multiple projects in the LTIB involve the detection and quantification of immune subsets from human and mouse peripheral blood (PB). These assays are fundamental for our clinical and pre-clinical studies for the evaluation of the anti-tumor effect of immunotherapy, alone or in combination with other therapies. A significant amount of studies at the LTIB are performed using the flow-cytometer Becton Dickinson (BD) LSR-II. The BD High Throughput System (BD HTS) is a 96-well plate harvester system for the flow­ cytometer BD LSR-II. This apparatus is designed for the processing of high number of samples in a fast and controlled fashion. Specifically, the BD HTS is a requirement for the analysis of human peripheral blood (hPB) samples from patients enrolled in our clinical trials. The analysis of these experiments consists usually of 200-600 samples; without this apparatus, the acquisition of these samples necessitates several days, with an enormous expenditure of time and with the risk that the results can be skewed because of differently set experimental sessions; with the BD HTS, experiments will last significantly less, the constant presence of an operator will not be necessary anymore, and, most importantly, the samples will be acquired with the same instrumental setting. Salient Characteristics: Acquisition time (96-well plate) · 15 minutes in high throughput (HT) mode, based on 2-second acquisition · 44 minutes in standard (STD) mode, based on 10-second acquisition Carryover · 0.5% in HT mode · 0.75% in STD mode Carryover is crucial in research applications, for which integrity of analysis and purity of sample are key, it is crucial to minimize carryover (the amount of sample that is carried over from one well to another as each sample is acquired). Becton Dickinson is the manufacturer of the government owned Flowcytometer BD LSR-11, and as such they are the only source to provide the 96 well Plate Harvester option (HTS). This is not a solicitation for competitive quotations. However, if any interested party, especially a small business, believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on June 12, 2013. No electronic capability statements will be accepted (i.e. email or fax). An original and one copy must be sent to the NCI Office of Acquisitions at the address stated above.
