Description
1. NOTICE: This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only. 1.1 The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code is 811219 which has a corresponding Size standard of $19M. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran Owned, Hubzone, and Women-Owned small business concerns. The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. 2. Program Details The U.S. Air Force is seeking potential contractors to support the repair of the Robot Family of Systems (RFoS) which are used to remotely eliminate Improved Explosive Device (IED) and Unexploded Ordnance Device (UXO) threats. The contractor shall have the capabilities to successfully provide technical support, repair, and parts service for the Government owned (RFoS) and return to Government inventory in serviceable condition, which meets or exceeds the manufacturer specification under the direction of the Procuring Contract Officer (PCO). This includes, but is not limited to, the F6A, the Air Force Medium Size Robot (AFMSR), and the interfaces which are commercial off-the-shelf (COTS) items. Vendors must provide working knowledge and help desk technical support to the field units and provide recommended repair solutions to correct the deficiencies. The contractor shall provide repair and/or parts within 120 days of repair approval and be responsible to ship parts and systems throughout the world. The contractor will provide repair status on a monthly basis with repair warranty of at least one year. Parts and maintenance hours shall be Firm-Fixed-Price. The Government has not determined the strategy for the contract at this time, but will include a firm fixed price for parts and labor. The anticipated annual requirement for repair and replacement is estimated at 60-80 units. Contractors will be required to address deficiencies through the USAF Deficiency Reporting, Investigation and Resolution Process (ref. IAW T.O. 00-35D-54). The contractor will be required to submit receiving reports and payment requests through Wide Area Workflow (https://wawf.eb.mil). This application allows DOD contractors to submit and track invoices and receipt/acceptance documents electronically. The Government does not own or have access to the technical data packages. Interested/qualified sources must include documentation if they are an authorized distributor or manufacturer. Please note these numbers are estimates and in no way obligate the US Government. The Government has not formalized an acquisition strategy. There is no solicitation and there is no other information available at this time. Only contractor responses to sources sought will be accepted. Questions regarding the scope of work or acquisition strategy will not be accepted. Interested offerors should respond to this synopsis within 30 days following the publication of this notice. Responses must clearly demonstrate the qualifications, capability and expertise of the vendor. Responses to this notice will be used as part of the market research that will be used to develop the acquisition strategy to satisfy this potential requirement. This sources sought is directed only to those vendors who believe that they would be capable of supporting this potential requirement as a prime contractor. Information submitted by respondents to this notice is strictly voluntary. Also, in order to protect the procurement integrity of any future procurement that may arise from this announcement, information regarding the technical point of contact will not be given and no appointments for presentations will be made.
