Description
SUBJECT: North Slope Outreach and Education Programs in Barrow, Alaska. This program is with the U.S. Fish and Wildlife Service, Fairbanks, Alaska, Fairbanks Fish and Wildlife Field Office, Endangered Species Program. This announcement constitutes the only notice. This is not a request for quotes. A determination not to compete is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses must be received no later than 10:00 AM, June 11, 2013 by sending an e-mail to Amanda_jordan@fws.gov; however, any technical data received will be for the sole purpose of market research for future requirements. Under Simplified Acquisition Procedures (SAP), Fish & Wildlife Services, Region 7 Contracting and General Services intends to issue a sole source, firm-fixed price order to: COMPANY: Barrow Arctic Science Consortium (BASC) ON: June 12, 2013 NAICS: 541614 Process, Physical Distribution, and Logistics Consulting Services AUTHORITY: 13.106(b) Soliciting from a single source Determinations not to compete this proposed procurement were made because: The Fairbanks Fish and Wildlife Field Office, Endangered Species Program. Oversees and lead a long term field study of Stellers and spectacled eiders newa Barrow, a fox management project a lemming field project, and various outreach and educational ativities, including science camps and other educational programs In 2013, the Fairbanks Fish and Wildlife Field Office, Endangered Species Program will conduct several field projects and a variety of other programs. It is a priority for the Fish and Wildlife Service to hire local youth to assist with these programs and BASC who continues to support outreach and education programs has consistently provided this service for many years. Due to BASCs location, community-based organization, and close knit community involved no further actions were taken to locate other sources for this requirement. BASC is the only organization in Barrow with the ability to support the Fairbanks Fish and Wildlife Field Office, Endangered Species Program.
