- Local Hotel List CWAS Industry Day Registration Package Draft Performance Specification Wright-Patterson AFB Area B Map to Foulois Hall Cold Weather Aviation System (CWAS) INDUSTRY DAY ANNOUNCEMENT The Cold Weather Aviation System (CWAS) team will be holding an Industry Day conference on 18 June 2013 at the Foulois Hall Conference Room in Building 146, Wright-Patterson AFB, OH (Map Attached). The purpose of this meeting is to communicate with industry the status of the CWAS acquisition strategy, program plan, and performance requirements. Additionally, we seek contractor feedback on the following: 1. Acquisition strategy 2. Program plan 3. Estimated cost 4. Test schedules 5. Performance Specification (P-Spec), Attached The CWAS program's goal is to provide a CWAS consisting of multi-layered garment(s) to be utilized by Aircrew members performing duties in arctic weather conditions reaching temperatures as low as -49° Fahrenheit in ejection and non-ejection seat type aircraft. These flying duties include: extended periods of operation in airframes with and without degraded environmental control systems, extended periods of ground-handling duties (e.g. pre- and post-flight inspections, cargo movement, servicing) and time spent configuring Aircrew Flight Equipment (AFE). In the event of emergency egress of the aircraft, the CWAS would be the aircrew's primary cold and inclement weather personal protective equipment until they are on the ground and under shelter. Once under shelter, components in the installed aircraft's survival kit will continue to support the survivors. The Government briefing charts and sanitized questions/answers from one-on-one sessions will be made available on FedBizOps approximately two weeks after the Industry Day. Those contractors interested in participating should plan to attend the 0900-1100 briefing on 18 June 2013. Due to room size constraints, each company division is restricted to five representatives. Following the briefing, each company will be allocated up to a one half hour (30 minutes) of side session with the government team to provide input in the areas identified above. If your company chooses to attend the Industry Day Conference, please complete and e-mail your registration form to Kristina Dodds at Kristina.Dodds.ctr@wpafb.af.mil, Capt Rebecca Healea at rebecca.healea@wpafb.af.mil and Deborah Clayborn at deborah.clayborn@wpafb.af.mil. All three must be included on the email. Your registration e-mail must be received no later than 4:00 p.m. (Eastern Standard Time) on 7 June 2013. On your registration form you must indicate if you wish to participate in a one-on-one session. Scheduling will be on a first come first serve basis. Sessions will be 1:00-4:00 p.m. on 18 June and 9:00 a.m.-4:00 p.m. on 19 June. Confirmation of a scheduled meeting time will be provided by e-mail. If you choose to have a side session and wish to present a power point presentation please bring your unclassified presentation on appropriately marked CD ROM/DVDs and give it to the government contracting official. Any proprietary information should be clearly marked. The industry day is intended for companies seriously considering putting their ensembles (gloves and boots are not being considered in this part of the program) through the required testing described in the attached performance specification within 4 to 6 months after issuance of a Combined Synopsis/Solicitation. The planned strategy is to pursue commercial items or slightly modified commercial items for integration testing after the companies have passed the initial testing in the attached P-Spec. Successful ensembles will be placed on a Qualified Product List for the purpose of future ordering. Please provide any questions regarding the P-Sec in writing no later than 10 June 2013. These questions, as well as the questions from Industry Day will be answered and posted to FedBizOps. This is not a Request for Proposal. The Government does not intend to award a contract on the basis of this announcement. Submitting capabilities and concepts in response to this announcement is voluntary, and participants shall not be compensated. This is to be considered an initial step in establishing industry understanding of the CWAS program and to allow the government team to determine market understanding and capability to integrate and complete the program.
