- SUBJECT: Stellers Eider research near Barrow, Alaska. This study is associated with the U.S. Fish and Wildlife Service, Fairbanks Fish and Wildlife Field Office. This announcement constitutes the only notice. This is not a request for quotes. A determination not to compete is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses must be received no later than 10:00 AM, June 11, 2013 by sending an e-mail to Amanda_jordan@fws.gov; however, any technical data received will be for the sole purpose of market research for future requirements. Under Simplified Acquisition Procedures (SAP), Fish & Wildlife Services, Region 7 Contracting and General Services intends to issue a sole source, firm-fixed price order to: COMPANY: ABR, Inc. ON: June 12, 2013 NAICS: 541620 Environmental Consulting Services AUTHORITY: 13.106(b) Soliciting from a single source Determinations not to compete this proposed procurement were made because: The U.S. Fish and Wildlife Service (USFWS), in partnership with the Department of Wildlife Management of the North Slope Borough (NSB), has conducted studies on the breeding biology of Stellers Eiders near Barrow since 1991 (Quakenbush et al. 2000; Obritschkewitsch et al. 2001; Obritschkewitsch and Martin 2002a, 2002b; Rojek and Martin 2003). ABR, Inc., first collaborated with these organizations and conducted aerial surveys for Stellers Eiders during the pre-nesting season in 1999 and has conducted these surveys since then through 2010 (Obritschkewitsch and Ritchie 2010). In 2004, 2005, and 2007−2011, the Bureau of Land Managements Northern Field Office participated in funding half of this study. The U.S. Fish and Wildlife Service has also offered support for the aerial surveys in a number of years including 2011. In addition, ConocoPhillips Alaska, Inc. (CPAI) provided funding to conduct these surveys 2006−2008. Due to ABR, Incs. extensive involvement of the project from creation and continual continuity on the study of the Stellers Eiders project no further actions were taken to locate other sources for this requirement.
