Description
MBRS SOLICITATION The Library of Congress faces many challenges with acquiring, managing, storing, preserving, and making available audiovisual content. The Packard Campus (PCAVC) Film Preservation Laboratory is unique within the Federal sector providing a wide range of film preservation services including the cleaning of archival films as well as developing newly exposed "raw stock" created to copy the images found on archival film elements. The PCAVC requires its professional staff to utilize a wide range of expertise, knowledge, and vision regarding the technical equipment, precise preservation techniques, media, and its associated failure mechanisms. These experts are required to utilize state-of-the art cutting edge technologies to apply preservation techniques to fragile, obsolete, and legacy moving image materials. Among the many challenges dealt with daily includes the need to preserve and provide access to moving image films in both 16 mm and 35 mm formats. Increasingly within the past few years, the scanning of motion picture images has become an accepted form of preservation -- however, for the long, term archival storage of moving images is still preferred to be on film stock, rather than digital files. In order to take digital files and create a motion picture film from them, it is necessary to use a device known as a motion picture film recorder. In 2012 the Library of Congress motion picture preservation laboratory acquired an ARRI Laser Film Recorder (LCLSC12C0089) for making film copies from digital files. Laser recorders work best when using film stocks that are specifically optimized for use with the short exposure durations found in laser film recorders. The specifications and amounts required are listed on the chart in section B.. The Library of Congress Packard Campus for Audio Visual Conservation has a requirement to purchase a total of 150 rolls of film stock for use with its laser film recorder, located within the Packard Campus Motion Picture Film preservation laboratory. The purpose of this procurement is to assist the Library in accomplishing part of the Library's strategic goal to "acquire, preserve, and provide access to a universal collection of knowledge and the record of America's creativity". CONTRACTOR REQUIREMENTS This will be a firm fixed price contract. All interested vendors must bid on the specific types/brand of products noted in section C.4 Deliverables. Motion picture film stock specifically formulated for use with laser film recorders and sold in the United States is available from the following companies: Eastman-Kodak Company, 343 State Street, Rochester, NY 14650-1121, 585-722-0403 Fujifilm, NA Motion Picture Group, 2220 Magnolia Ave., Burbank, CA. 91506, 323-957-8824
