Description

THE DATES INCLUDED IN THIS PRE-SOLICITATION NOTICE ARE APPROXIMATE AND MAY CHANGE AT TE DISCRETION OF THE BUREAU OF RECLAMATION. THE ACTUAL DATES WILL BE INCLUDED IN THE SOLICITATION DOCUMENT AT THE TIME IT IS ISSUED TO FEDBIZOPPS (www.FBO.gov). PLEASE READ THE ENTIRE SYNOPSIS FOR IMPORTANT INFORMATION INCUDED IN THE DESCRIPTION The principal components of work to be performed under these specifications include the following: Removing handrail mounting plates and anchor bolts around parapet perimeter of the power plant roof. Removing and stockpiling existing roof ballast for re-use at the end of the project. Removing and disposing of existing roofing materials including expansion joints to the existing concrete roof deck. Cleaning and preparing roof deck to receive new roofing system. Furnishing all materials and performing all work to install new expansion joints including wood curbing and edging on parapet walls to establish proper height. Furnishing all materials and performing all work to install metal coping and metal flashing to parapet walls. Install handrail mounting plates with new anchor bolts around the parapet perimeter of the power plant roof. Furnishing all materials and performing all work to install polyisocyanurate rigid foam insulation including tapered insulation to improve drainage across entire roof deck. Furnishing all materials and performing to install, ethylene propylene diene monomer (EPDM), single-ply roof membrane including expansion joints. Performing work to replace existing stockpiled roof ballast over the new roofing materials and provide manufacturer's warranty of workmanship and materials for all components of the roofing system. This procurement will be issued as a Request for Proposal (RFP). The technical evaluation factors are, but not limited to, Company Experience, Key Personnel (on-site and off-site), and Company Past performance. An electronic copy of the solicitation will be available at www.FBO.gov - (or http://ideasec.nbc.gov) approximately on or around 6/14/2013. The technical and price proposals are tentatively due approximately on or around 7/15/2013, at the office of the Bureau of Reclamation, Attn: Michael Birkland, acquisition Services GP-5000, Room 529, 2120 4th Avenue North, Billings, MT 59101. An organized site visit is anticipated to be offered in June 2013 to all prospective and interested contractors. The date, time, and location of the site visit will be included in the solicitation "Foreword" page. All acceptable and responsible sources with experience and successful past performance in same and/or similar work may submit the technical and price proposals which will be considered by the government. The estimated range of the magnitude of this project is : $250,000 to $500,000. The North American Industry Classification System Code (NAICS) is 238160. The Small Business Size Standard is $14 million. This procurement will be awarded using negotiations procedures set forth in the Federal Acquisition Regulation Part 15.101-2 (Lowest Price Technically Acceptable). Proposals will be accepted from all responsive and responsible concerns. Prospective offerors shall have an active registration in the System for Award Management (SAM) database, to include an active Representations and Certifications in SAM.
