Description
This is a Notice of Intent to award a sole source contract; no proposals are being requested at this time. Space and Naval Warfare Systems Center (SPAWARSYSCEN) Atlantic intends to award a sole source contract to Oracle America, Inc. for sustainment and maintenance of the Global Combat Support System Marine Corps (GCSS- MC). The mission of the GCSS-MC is to enhance the warfighter's capability by developing an integrated enterprise logistics information system that provides supply, maintenance, acquisition, transportation, health, and engineering services to Marines in deployed and garrison environments. Post Deployment Systems Support (PDSS) for Increment 1 allows the GCSS-MC project Office and system to provide asset visibility, supply, maintenance, readiness, and financial information for garrison and deployed operations. SPAWARSYSCEN Atlantic is establishing a contract to acquire the PDSS capabilities and deliver key components of the GCSS-MC program. Contract requirements will include support for PDSS which includes sustaining the current operational GCSS-MC system. This support will include Tier 2 and 3 Help Desk support to resolve user reported system discrepancies. Additionally, the contract will include completing Priority 1 and 2 Change Requests and supporting the installation of Cyber Command Information Assurance Vulnerability Assessment (IAVA) security patches. The Government anticipates award of a commercial, Indefinite Delivery, Indefinite Quantity contract estimated at $40,000,000. The period of performance is anticipated to be a base year with 2 one-year options. The applicable North American Industry Classification (NAICS) code is 541512, with a size standard of $25.5 million. This notice of intent is not a request for proposals or an announcement of a forthcoming solicitation. However, all responses received within fifteen (15) days of the date of publication of this synopsis will be considered. All interested parties must respond in writing with clear and convincing evidence to support their unique capabilities to provide the timely and effective support this effort requires. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
