Description
THIS IS A PRESOLICITATION NOTICE TO RAISE AWARENESS FOR POTENTIAL OFFERORS. The Department of Veterans Affairs (VA) Denver Acquisition and Logistics Center, 555 Corporate Circle, Golden, Colorado, 80401, intends to issue multiple awards of indefinite-delivery, indefinite-quantity, fixed price contracts for hearing aid repair and hearing aid parts and accessories. The purpose of this acquisition is to provide hearing aid repair services for the Electronics Lab at the VA Denver Acquisition and Logistics Center (DALC) and Audiology Clinics at VA Medical Centers (VAMCs) through mandatory sources. The objective is to ensure availability and consistency of services for nationwide use and to obtain volume-based pricing. The award of Indefinite-Delivery/Indefinite-Quantity contracts to multiple vendors is contemplated to provide the necessary coverage to repair the various types of hearing devices being procured within the VA. The anticipated release date is January 4, 2013. NAICS Code: 811219, size standard $19 million, Classification Code: J - Maintenance, Repair and Rebuilding of Equipment. The period of performance for the base contract will be June 1, 2013 through May 31, 2014. Four additional option years will be exercised at the discretion of the DALC. Contracts will be awarded based on the number of responsible, experienced, well qualified contractors, using full and open competition to allow for adequate price competition. This solicitation covers the following types of hearing devices: in-the-ear, over-the-ear, eyeglass, on-the-body, receiver-in-canal, remotes, wireless receivers, wireless transmitters, and wireless adaptors. Contracts will be used as a mandatory source by VA medical facilities and on a non-mandatory basis by the following agencies: Department of Defense, Indian Health Services, Health and Human Services, and Bureau of Prisons. Hearing aid repairs, parts, and accessories will be ordered from time to time and in such quantities as needed to fill agency requirements in accordance with current applicable supply procedures. Items will be for delivery worldwide, f.o.b. destination. The Contractor will be obligated to deliver all items that may be ordered during the term of the contract. There is no expressed or implied guaranteed that the quantities will be ordered regularly. This announcement satisfies the requirements prescribed within FAR Part 5. This requirement package will be issued as a full and open solicitation for all qualified, experienced, and knowledgeable business entities who can meet the requirements. Solicitation documents will be available electronically on or about January 4, 2013 on www.fbo.gov. NO HARD COPIES WILL BE ISSUED. The anticipated closing date is February 15, 2013, 4:00pm Mountain Time. The Contracting Officer for this acquisition is Gail Hixon and the Contract Specialist is Elaine Holloway. Interested parties are reminded that in accordance with FAR 4.11 and 4.12, prospective contractors are required to have an active registration and complete electron on-line annual representations and certifications in the System for Award Management (formerly the Central Contractor Registration and ORCA databases) prior to award of a contract.
