Description
In accordance with Federal Acquisition Regulations (FAR) 52.215-3 and 15.405.2, "Request for Information or Solicitation for Planning Purposes", this Sources Sought Notice is for information and planning purposes only at this time and shall not be construed as a solicitation or as an obligation on the part of the U.S. Department of Energy. Submission from all businesses sizes is welcomed. The U.S. Department of Energy, Strategic Petroleum Reserves, seeks support to develop conceptual designs, specifications, cost estimates and schedules for new petroleum storage and distribution facilities, including underground salt dome storage, in-ground reservoir storage, hard rock storage and above ground storage techniques. Contractor shall have expertise in salt cavern development and provide conceptual designs for new underground salt dome oil storage and distribution facilities; and modifications to existing facilities. Facilities include underground salt caverns of approximately 600 meters tall by 60 meters in diameter, with multiple wells and complex casing and tubing designs, cavern leaching systems, integrated oil/raw water/brine piping and bumping systems and distributed controls, transportation pipelines, marine terminals and related facilities. Other storage systems such as above and in-ground tanks may also be analyzed. The contractor shall have a team of licensed Engineers in Petroleum or Mechanical Engineering with significant experience in underground storage in solution mined caverns and construction and development of above ground petroleum storage and distribution facilities. Majority of the work will be performed at the contractor's facilities with occasional visits to Strategic Petroleum Reserve locations in Texas, Louisiana, and Washington, D.C. Interested sources are invited to submit a capability statement of no more than fifteen (15) pages to demonstrate their comprehensive scientific, engineering, technical, professional, financial, and administrative knowledge, skills, capability, and capacity to provide the described services. No proprietary or confidential commercial/financial information is being sought, nor should it be submitted. The response must also include (1) sufficient evidence that the respondent already employs the requisite personnel and they will be available to perform the contemplated work, (2) a narrative description of the educational and experience qualifications of personnel proposed for the contemplated work; (3) a copy of any teaming, subcontract, or other agreement(s) between the respondent and any parties that would be performing any portion of the contemplated work; (4) a narrative description of similar projects performed for other Federal Government agencies or other entities, includ ing (a) a brief description of the project and its relationship to contemplated work, (b) contract or project number, (c) customer point of contact (name, address, email address, and phone number), and (d) the dollar value of the project, (5) sufficient evidence to demonstrate your capability and knowledge to accomplish the scope of the described services. In addition, respondents must provide their corporate socio-economic status (large business, small business, service-disabled/veteran-owned business, HUBZONE, small disadvantaged business; woman-owned small business, etc.). This statement for this Sources Sought is not expected to be a Request for Proposal or Invitation for Bid, nor does it restrict the Government to an ultimate acquisition approach. This notice is for information and planning purposes only and is neither to be construed as a commitment by the Government nor will the Government pay for information solicited. No evaluation letters and/or results will be issued to the respondents. At this time no solicitation exists; therefore please do not request a copy of the solicitation.
