- This Solicitation Notice is to announce the U.S. Department of the Interior (DOI), U.S. Geological Survey (USGS) has a requirement for replacement of well pumping equipment in accordance with the attached solicitation. The solicitation number is G13PS00427 and is being issued as a Request For Quote (RFQ). The policies contained in FAR Part 12, in conjunction with the policies and procedures for solicitation, evaluation and award prescribed in Part 13, as appropriate, shall be used for this acquisition. This is a 100% Small Business Set-aside. The associated NAICS code is 237110. A copy of this solicitation may be accessed by clicking on the FedConnect Link below, under Additional Info. All requirements for preparation, submission, and receipt of quotes contained in the solicitation shall be adhered to. STATEMENT OF WORK: Columbia Environmental Research Center, located in Columbia, Missouri has a requirement for the replacement of well #2 located on the facility. The project involves pulling the existing submersible pump and column pipe and replacement with all new components. The contractor shall furnish all labor, materials, services, tools, and equipment necessary to install, test, and make operable a new well pump and accessories as described herein. Description of existing well and pump assembly to be replaced: The existing well pump is a Grundfos model 3855750-10 with a Franklin 75 hp submersible motor driven pump, 33450 RPM, squirrel cage, induction type designated for continuous duty underwater operation. The motor is supplied with 3 phase, 460 volt power. The motor shall not be loaded in excess of the name plate rating within the normal operating range of the pump. The motor shall be suited for starting at full voltage. The pump is designed to deliver discharge as follows: GPM Head (THD) 400 600 440 540 470 480 The motor and pump are set at a depth of 609 (185.6 meter). The pump screen intake is constructed of 316 stainless steel. The motor is water lubricated with hermetically sealed windings. The motor control box assembly is wall mounted above ground. The column pipe is 6 (15.2 centimeter) diameter schedule 40 steel pipe with threaded extra-long recessed couplings in lengths of approximately 21 (6.4 meter). 6 (15.2 centimeter) column check valves constructed of 316 stainless steel are installed at 588 (179.2 meter), 399 (121.6 meter), and 210 (64 meter) below grade. The discharge contains a positive closing check valve with a flat faced poppet of buna rubber and renewable stainless steel seat. The pump shaft is made of stainless steel. Well information: Well Depth: 1,244`(379.2 meter) Casing Depth and Size: 500 152.4 meter) @ 12 (30.4 centimeter) Removal of old well and components: The contractor shall pull the existing submersible pump and motor, discharge head, and column assembly from the well. The contractor shall be responsible for disposal of all the existing well components not needed for the new pump installation from the facility. The contractor shall be responsible for removal and replacement of the roof access panels in the roof of the well house required to gain access to the pump motor assembly. Installation of new submersible pump: The contractor shall be responsible for any required alterations to the well head to facilitate the installation of the new well components. The contractor shall install the new submersible pump assembly to meet the following requirements: Submersible pump, with a maximum of 3525 RPM, 75 horsepower, 3 phase 460 volt Pumping capacity shall be a minimum of 440 GPM @ 540 Ft. TDH @ 3450 rpm. Column pipe shall be 6 inch diameter schedule 40 galvanized steel Stainless steel check valves shall be installed every 200 ft in the column pipe to prevent water hammer against the pump assembly. Check valves shall have 6 inch stainless steel nipples installed to ease future disassembly. Power cable is to be minimum 1/O or larger as required by motor manufacturer. The cable shall be 3 wire with ground, impervious to moisture and have high abrasion resistance. The cable shall be protected with a steel guard as it passes by the pump bowls to prevent damage from contact with the well casing. Stainless steel cable clamps shall be installed at 20 ft. intervals along the column pipe for support of the electrical cable. Dual air lines (one primary, one backup) of suitable polyethylene tubing extending from the well head to the bottom of the pump bowl assembly shall be installed to serve as water level indicator. The airline shall be supported to the column pipe at intervals of no more than every 20 ft. Electrical requirements: The contractor shall verify the existing electrical supply for use with the new pump assembly and shall be responsible for making any electrical modifications at the electrical service panel needed to meet the manufacturers specifications for the new pump assembly. A site visit shall be scheduled for contractors prior to submitting bids. Any changes affecting the scope of work shall be originated from or approved by the contracting officer. All materials and workmanship shall be subject to the inspection and approval of the Contracting Officer or the project manager. All work unsatisfactorily performed shall be promptly corrected and made acceptable to the Government at no additional cost. Government shall furnish no materials for completion of the project. The contractor is responsible for complying with all Federal, State, and local laws, codes, and regulations in connection with the execution of the work required. Final inspection and acceptance shall be performed with the contractor, on site by the Technical Representative upon completion of job performance. The Contractor shall be required to complete the project within 60 days from date of award. The time stated for completion shall include final cleanup of the premises Quality Assurance: 1. Contractor shall be responsible for complying with all National, Federal, State and local laws, codes and regulations in connection with the execution of the work. All work shall be in accordance with the latest version of applicable codes and standards. 2. Contractor is responsible for visiting and inspecting the site to verify measurements, ascertain the nature and quality of the work to be performed, and inform themselves of the general and local conditions (which can affect the work or the cost thereof). Failure to do so will not relieve the successful contractor of their responsibility for estimating properly the difficulty or cost of furnishing materials and successfully performing the work in accordance with the specifications without additional costs to the Government. 3. Any changes affecting the scope of work shall originate from or be approved by the Contracting Officer. 4. All materials and workmanship shall be subject to the inspection and approval of the Contracting Officer or the COTR. All work unsatisfactorily performed shall be promptly corrected and made acceptable to the Government at no extra cost. 5. The COTR upon completion of job performance shall perform final inspection and acceptance with the contractor, on site. 6. The Contractor shall confine all work on the Government premises to areas authorized or approved by the Contracting Officer or the COTR. The contractor shall save and keep harmless and indemnify the Government against any and all liability claims, and costs of whatsoever kind and nature of injury to or death of any person or persons and for loss or damage to any property (Government or otherwise) occurring in connection with or in any way incident to or arising out of the occupancy, use, service, operations, or performance of work in connection with this contract, resulting in whole or in part from the negligent acts or omissions of the contractor. Proposal Submittal: Contractors desiring to submit proposals shall provide the following in their proposal: 1) Estimated number of labor hours needed to complete the project 2) Type, quantity, and manufacturer of materials needed to complete the project 3) Total cost estimate based on all labor and materials to complete all repairs. Evaluation of proposals will be based on three components - Price, Technical Evaluation and Past Performance. The Technical Evaluation and Past Performance, when combined, are approximately equal to price. For Technical Evaluation: the following components will be used in evaluation of the proposal. Technical and Management approach Time proved engineering standards For Past Performance: the following components will be used in evaluation of the proposal. 1.Experience of key individuals, team, staff, and sub-consultants 2.Company experience, similar project experience, work examples 3.References of past customers and years of experience in excavations and site work. Contractors shall submit references for similar projects they have completed.
