- NASA/MSFC plans to issue a Request for Proposal (RFP)] for Iodine Feed System Component Development. Iodine presents unique compatibility and operational constraints for propulsion feed systems. Existing flight valves have wetted surfaces incompatible with long term exposure to high temperature iodine. The contractors effort shall develop and deliver iodine feed system components (valves) for Hall thruster systems. The Government does not intend to acquire a commercial item using FAR Part 12. This acquisition shall be issued for Full and Open Competition. The NAICS Code and Size Standard are 332912 and 500, respectively. All responsible sources may submit an offer which shall be considered by the agency. The anticipated release date of the RFP is on or about 12 June 2013 with an anticipated offer due date of on or about 26 June 2013. All proposals submitted in response to the upcoming solicitation for this acquisitions shall include all relevant specifications of the heritage components that will be modified for iodine compatibility. Additionally, the proposals shall include approach / required modifications to evolve the heritage components, the expected end-item metrics, a list of all wetted surface materials, cost and schedule. The proposal shall be limited to two pages in addition to the heritage component specifications. This procurement shall have a Period of Performance of three (3) months from Authorization to Proceed. NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/pub_library/Omb.html. All communications relative to this synopsis must be submitted in writing by e-mail to Andrew Ams at andrew.s.ams@nasa.gov or Marlyce Alexander at marlyce.r.alexander@nasa.gov. Telephone questions will not be permitted. The solicitation and any documents related to this procurement will be available over the Internet. These documents will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application. The Internet site, or URL, for the NASA Business Opportunities home page is http://procurement.nasa.gov/cgi-bin/EPS/bizops.cgi?gr=D&pin=. Prospective offerors shall notify this office of their intent to submit an offer. Notifications of intent to submit an offer should be sent to Andrew Ams at andrew.s.ams@nasa.gov, no later than 04 June 2013. The Notification of Intent to submit a proposal should include the minimum time required to respond to the aforementioned Request for Proposal. It is the offeror's responsibility to monitor the Internet site for the release of the solicitation and amendments (if any). Potential offerors will be responsible for downloading their own copy of the solicitation and amendments (if any). All contractual technical questions must be submitted in writing (e-mail or fax). Telephone questions will not be accepted.
