- STONEHOUSE PHASE II LOP & SCATTER - BLM ELY DISTRICT, ELY, NV The Bureau of Land Management (BLM), Nevada State Office, has a requirement for the manual Lop and Scatter of pinyon and juniper trees on approximately 950 acres. There are up to 5 additional optional treatment areas that may/may not be included in this contract, depending on the availability of funds. The additional areas total approximately 4,935 acres. All, some, or none of these option areas may or may not be awarded. The project area is located within White Pine County, Nevada. The BLM intends to award a firm-fixed price contract. A competitive solicitation, L13PS00483, set-aside 100% for 8(a) contractors, will be issued in accordance with Federal Acquisition Regulation (FAR) Part 19.8- Contracting with the Small Business Administration (The 8(a) Program). The NAICS code for this acquisition is 115310 Support Activities for Forestry - Fuels Management Services and the small business size standard is $17.5M. A Request for Proposal (RFP) solicitation package will be available electronically on or about Friday June 14, 2013 at www.fedconnect.net and www.fbo.gov. Proposals will be due on or about July 3, 2013. Exact closing date will be identified in the solicitation package. To be eligible for contract award, offerors must be an eligible 8(a) firm under the 115310 NAICS code, registered in the System for Award Management (SAM) database via website: http://www.sam.gov, and have completed the online Representations and Certifications at the SAM website. A site visit will be held. Meeting location, time and RSVP contact information will be included in the solicitation package. Award will be based on Best Value to the Government in accordance with Federal Acquisition Regulations. The Government reserves the right to award a contract to other than the low offeror. There will be no public opening. Potential offerors are responsible for monitoring www.fbo.gov and www.fedconnect.net for the release of the solicitation package, for any other pertinent information, and for downloading a copy of the complete solicitation package. The government will not provide paper copies of the solicitation. This notice does not obligate the government to award a contract nor does it obligate the government to pay for any proposal preparation costs.
