No solicitation exists at this time. A similar sources sought notice is listed as W912PM-13-S-CTW4 under NAICS Code: 335313 and Small Business Size Standard: 750 employees. The U.S. Army Corps of Engineers, Wilmington District, is seeking information regarding the capability and availability of qualified contractors to provide for the removal, upgrade, manufacturing, delivery, and installation of switchgears, a transformer, governor controls and automatic voltage regulators (AVRs) to include the minor construction of a new building and removal/disposal of old switchgears/transformers/AVRs in and/or outside of the Philpott Powerhouse in Bassett, VA. The Government is requesting information from interested and capable sources for the purpose of identifying sources that can meet the Government's requirement and also help determine how to issue the solicitation. The information provided must contain enough detail to demonstrate ability to meet the Government's requirement as described in the Project Information listed below. It is the intent of the Government to solicit and award a firm fixed price contract and will be procured in accordance with the FAR, DFARS, and AFARS. The anticipated performance period is within 270 days after notice to proceed. The solicitation will be a request for proposal (RFP) that will be evaluated using lowest priced, technically acceptable method. The responses are for informational purposes only and do no obligate the Government or Contractor in any way. PROJECT INFORMATION: a. Minor construction of new building to house Switchgear, transformer, governor controls and automatic voltage regulators outside of the Powerhouse. b. Supply and install new 13.8 Switchgear, new 480VAC Switchgear, and new transformer in the newly constructed building. c. Supply and install two (2) new governor controls, accessories and digitally retrofit for Units 1 and 2 in the Powerhouse. d. Design, manufacture, and install two (2) automatic voltage regulators (AVR) complete with power potential transformers for Units 1 and 2 in the Powerhouse. e. Remove and dispose of existing Switchgear equipment, governors, and AVRs f. Warranty provisions. Factory trained / certified installer information. Specialized/certified high voltage expertise information. SUBMISSION REQUIREMENT: Interested parties are to provide the firm's capabilities on no more than 10 pages and should include firm's name, address, phone number, email and point of contact; capability to perform to include demonstrated capability to handle a contract with supply, services, and minor construction activities simultaneously; and business size to include small business designation and any small business sub-categories. Responses should also include the following information: 1) In-stock inventory availability or the need to manufacture parts after award. 2) Manufacturer location and lead time. Also address disassembly and nominal sections (number and size) for transportation. 3) Delivery lead-time, FOB Destination to Bassett, VA. If partial deliveries are required, please advise. 4) Provide the following information on your three (3) most recent contracts for projects of similar size and scope you have performed. (a) Contracting agency address (b) Contract Number, date and amount of award, date of completion. (c) Was your company the prime or a subcontractor? (d) Description of items/services provided under the contract. 5) If your firm has never contracted with the Federal Government as a prime contractor, or as a subcontractor to a prime Federal, provide the above information on your three (3) most recent contracts for projects of similar size and scope you have performed for commercial and non-Federal government customers? 6) Indicate whether your firm is (a) a supplier only who would subcontract the installation and minor construction activities, (b) a services installer only who would subcontract the supply and minor construction activities, (c) a construction company who would subcontract the supply and installation activities, (d) a supply and services installer who would subcontract minor construction activities, (e) a firm who can perform all three types of activities as a prime contractor. Do not send hard copy advertising or promotional materials. Please ensure that all responses are comprehensive. All information is to be provided on a voluntary basis at no charge to the Government. There is no entitlement to payment of direct or indirect costs related to or arising out of responding to this request for information. All information provided becomes property of the Government. There is no guarantee, expressed or implied, that the market research for this acquisition will result in any guarantee of award or acquisition strategy.
