Description
This is a Sources Sought announcement for acquisition planning purposes. No formal solicitation for this work exists at this time. All eligible and qualified contractors may submit capability statements for consideration. Capability statements received will be reviewed to determine the quantity and availability of contractors who have the technical level of expertise, administrative, and management capabilities to perform the effort described below. The capability statements received will also be used to determine The Government's overall procurement strategy. The Bureau of Reclamation (Reclamation) is looking for qualified sources with experience in ecological design to develop construction-ready design drawings for the Mojave Valley Backwater Conservation Area. The design will be developed cooperatively with the Lower Colorado River Multi-Species Conservation Program (LCR MSCP) Planning Group through a series of discussions and phased design drawings to ensure the goals of the LCR MSCP are met. The LCR MSCP provides Endangered Species Act compliance for the Lower Colorado System by creating land cover types and completing conservation measures defined within the program's Habitat Conservation Plan. There are four land cover types the program is required to restore within the LCR floodplain: cottonwood-willow, honey mesquite, marsh, and backwaters. The goal of this project is to maximize the backwater habitat acreage and incorporate the other land cover types where appropriate. The contractor will be responsible for producing final, signed design drawings (CA engineering license required) and a complete cost estimate. The contractor shall be responsible for providing all of the deliverables in accordance with the project schedule tasks. The contractor shall demonstrate their experience for similar projects involving a combination of natural channel design, marsh/riparian revegetation, and civil engineering completed within the last five (5) years. Responsible sources are welcome to submit a capability statement on or before 4:00 P.M., local time, Thursday, June 13, 2013. Received submittals will be reviewed and considered by Reclamation during the solicitation planning process. Please send your capability package by email to Ms. Leslie Dieguez at Ldieguez@usbr.gov. Your package should include the following information: 1. Capability Statement - showing availability of performance and estimated lead time for performing the work. 2. Business Name - including address, point of contact, phone number and email address 3. Business Size & Type - 8(a), HubZone, Service Disabled Veteran, Small Business or Large Business. Firms should also identify whether or not they are a small business or other than small business in accordance with the size standard for (NAICS) Code 541310 (Architectural Services). The size standard is $7.0 million. Responsive Vendors may provide recommendation for use of an alternate NAICS code.
