- This pre-solicitation notice announces a future solicitation and contract for replacing solar equipment at National Park Service facilities, Hozomeen WA. Contract work includes repair and replacement of photovoltaic electrical power production equipment vandalized during the winter of 2011-12 and restoring the existing equipment to the functional state it was in before the vandalism occurred. Specific requirements include furnishing and installing 26 photovoltaic panels on the roof of one building, repairing system wiring, furnishing and installing new inverters, and replacing stolen components of the battery system. Photos and drawings will be provided with the Request for Quotations. All work will be performed under a single firm-fixed-price construction contract subject to the Davis-Bacon Act. In accordance with FAR 36.204, the estimated magnitude of this construction project is between $25,000 and $100,000. The contractor will have 45 calendar days to complete the project after the Notice to Proceed is issued. PROJECT LOCATION: Hozomeen campground and the associated NPS facilities are within Ross Lake National Recreation Area, WA. The site can be accessed by automobile only from Canada, via the ~40-mile gravel Silver-Skagit Road which connects with B.C. Highway 1 (Exit 168) near Hope, British Columbia. Maps and information about the park are at www.NPS.gov/NOCA. SITE VISIT: Scheduled for June 18, 2013, at 1:00 pm. Contractors are strongly encouraged to attend due to the remoteness of the work site. DETAILS: This will be a best value procurement. The set-aside determination has not been finalized, but is likely to be for small business concerns in accordance with FAR Part 19.5; the RFQ will definitively state the proper set-aside. The NAICS code for this project is 238210 and the small business size standard is $14.0 million, average annual gross receipts for the past three years. A payment bond or alternate payment protection will be required after award. Prior to the solicitation closing date, the quoter must establish and/or maintain an active registration and complete the online representations and certifications at www.SAM.gov. All eligible responsible sources may submit a quote which shall be considered by the agency, however quoters who have not completed the requirements stated above by the due date and time will be considered either ineligible or non-responsive and will not be considered for award. The electronic Request for Quotations will be available on approximately June 7, 2013. Prospective quoters shall visit this website (www.FBO.gov) periodically to check for amendments and other changes to the contract documents; no other notifications will be sent. No hard copies of the solicitation will be mailed or issued. The Government reserves the right to cancel this solicitation.
