- Vehicle Painting Statement of Work, FA5000-13-T-0025 Vehicle Price List, FA5000-13-T-0024 Combined Synopsis and Solicitation #FA5000-13-T-0025 for LSR Equipment and Vehicle Painting, JBER, AK This is a solicitation for a commercial product; prepared in accordance with the format in FAR Subpart 12.6 and 13.5, streamlined procedures for evaluation and solicitation for commercial items as supplemented with additional information included in this notice. Quotations are being requested and a written solicitation document will not be issued. Description: A Blanket Purchase Agreement (BPA) is required for painting JBER heavy-duty industrial equipment and vehicles. All service must be IAW attached Statement of Work (SOW). Capable sources must be able to accommodate oversized vehicles. The contractor's location where work shall be performed shall be in close proximity of JBER, AK in order to facilitate the transporting of large vehicles and preclude the need of oversized vehicle permits, escorts, and other restrictive provisions. Required services include, prepping, sandblasting, masking, sealing, and painting of various types of large heavy-duty equipment and vehicles. No minimum amount of work is guaranteed by receipt of an award as this BPA and the total ceiling amount authorized is $148,500.00. This BPA is for a NTE five (5) year period of performance. Contractor shall submit their Price List, and a performance history for any similar work performed within the last three years on company letterhead, to include: POC, telephone number of the offer or, delivery time, and terms of any express warranty. Please ensure that pricing submitted includes all costs associated with performance under the Statement of Work (SOW). Interested companies that meet the requirements stated above may submit a quote. Quotations for this notice shall be received by 09 June 2013 at 4:00 PM Alaska Standard Time. Quotations shall be submitted to: Mr. Theodore Guild by e-mail at theodore.guild@us.af.mil. If any problems or issues occur, please contact Mr. Theodore Guild by telephone at 907-552-7240. 52.212-2, Evaluation - Commercial Items (a) The Government will award a contract resulting from this solicitation to the responsible offer or whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical Capability Pricing. Award of this Blanket Purchase Agreement shall be based on a Lowest Price Technically Acceptable (LPTA) basis to the responsible firm with the lowest acceptable pricing that is technically capable of performance. Note that the p roximity of a contractor's location to JBER will be factored into the overall Pricing evaluation. The Government's costs associated with and capability to reasonably deliver vehicles to a contractor's designated work location compared to other bidder's locations will be considered (See below). Minimum Qualifications: (a). Any contractor submitting a quote shall be able to provide the required services no later than 30 days after receipt of order. The contractor's location where work shall be performed will be within close proximity to the back industrial gate of JBER, AK to allow movement of oversized vehicles between the base and the contractor's place of business. A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offer or within the time for acceptance specified in the offer, shall result in an agreement without further action by either party. Potential contractors must also be registered in the SAM system http://www.sam.gov/portal/public/SAM. This is an LPTA procurement. Award of this Blanket Purchase Agreement shall be to the technically acceptable, responsible firm with the lowest evaluated pricing. Price and other factors will be considered. The Government intends to evaluate offers and award without discussion. Offeror(s) shall submit all information with their offer as required in FAR 52.212-1.
