Description
aRFID IV SYNOPSIS: Army Contracting Command-Rock Island (ACC-RI) intends to issue a Request for Proposal (RFP) on or after June 14, 2013 for the procurement of Active Radio Frequency Identification IV (aRFID IV) products and services. The solicitation number is W52P1J-13-R-0050. The Project Manager (PM) is Product Director Automated Movement and Identification Solutions (PD-AMIS) within Army Program Executive Office (PEO) Enterprise Information Systems (EIS). The aRFID IV acquisition is a follow-on to the current aRFID III multi-award contracts expiring 20 December 2013. The objective of the aRFID IV acquisition is to provide a state-of-the-art, common, integrated structure for logistic tracking, locating, and monitoring of commodities and assets of the DoD, U.S. Coast Guard (USCG), NATO, Coalition Partners, and other U.S. Government federal agencies. Items to procure include commercial aRFID hardware; software; documentation; and incidental services, to include training, warranty, and technical engineering services (TES). The hardware and software will be interoperable with ISO/IEC 18000-7:2008 compliant products. The TES will provide turnkey solutions to integrate existing Automated Identification Technology (AIT) and Passive RFID (pRFID) with the aRFID technology. In addition, TES will provide Site Surveys, Installation, De-installation, implementation, and Relocation of aRFID-IV components: Middleware Development Services; Commercially available Middleware; and Software Integration Services. Delivery of the products and performance of the services will be worldwide. This acquisition will be conducted using competitive negotiation procedures and the best value trade-off process described in FAR 15.101-1. ACC-RI intends to award up to three (3) contracts including up to one (1) of which may be reserved for small businesses that meet North American Industry Classification System (NAICS) code 334111 (size standard is 1,000 employees). The term of the contract(s) is anticipated to be a 3 year base, plus two one-year option periods. All contractors who provide goods/services to the Department of Defense must be registered in the Central Contractor Register (CCR). If you are not registered in CCR, you cannot be awarded a DOD contract. The internet site for registering in the CCR is http://www.ccr.gov. You may also contact the CCR Registration Assistance Center at 1-888-227-2423, customer service, and request the registration form and assistance packet for completion. This solicitation will be issued electronically in accordance with FAR 4.5, 5.102 and 15.201; therefore, hardcopies will not be provided. Vendors wishing an electronic copy may download it on or after the issue date by accessing the following address via the internet: https://acquisition.army.mil/asfi, and http://www.FedBizOpps.gov. NOTE: The date offers are due will not be available until the solicitation is issued. ESTIMATED solicitation issue date is 14 June 2013. THIS IS AN ESTIMATED DATE ONLY AND MAY BE SUBJECT TO CHANGE. This solicitation will be issued electronically as will any amendments thereto. Because of this, the Government is under no obligation and is in fact unable to maintain a bidder's mailing list. Therefore, interested parties should periodically access the above internet address in order to obtain any amendments which may be issued. Failure to obtain any said amendments and to respond to them prior to the date and time set for receipt of proposals may render your bid or proposal unacceptable.
