Description
SOURCES SOUGHT Background: The General Services Administration, Public Buildings Service, Service Centers Division, Contract Services Branch (6PSC), Region 6, is seeking small businesses having the ability to provide snow removal, ice removal, and haul away of snow and ice removal off the premises for the four (4) premises listed below: Richard Bolling Federal Building 601 E. 12 Street Kansas City, Missouri Richard Bolling Adjacent Parking Lot 701 E. 12 th Street Kansas City, Missouri Charles Evans Whittaker U.S. Courthouse 400 E. 9 th Street Kansas City, Missouri Charles Evans Whittaker Adjacent Parking Lot 300 E. 9 th Street Kansas City, Missouri Brief Description of the work: The contractor shall provide snow and ice removal from entrances, steps, landings, sidewalks, driveways, plaza areas, roadways, parking areas, paved areas, handicap accessible areas and approaches. This includes snow and ice removal requiring heavy equipment (ride-on equipment such as front end loaders, backhoes, skid loaders, snow plows, dump trucks, etc.) to ensure snow and ice is removed and extracted from the four (4) locations listed above. The Contractor shall " automatically " commence plowing and snow removal operations when there is accumulation of 2 (two) inches of snow, unless called sooner by the COR. Generally, services will be required during the hours of 6:00 p.m. through 6.00a.m. for Bolling, and 6:00 p.m. through 7:00a.m. for Whittaker, when the parking areas and roadways will be clear of traffic and pedestrians. However, services are not limited to these hours. If accumulation of snow reaches two (2) inches at any other time, the Contractor shall also automatically commence plowing and snow removal operations. In some instances, although the Contractor has determined activation is not required, GSA may call to order services. If the COR orders services sooner, the Contractor shall move his equipment to the site and begin work within a maximum of two (2) hours after service is ordered. The contractor shall keep necessary equipment and manpower at the site and continue with the performance of the snow removal until it is completed to the satisfaction of the COR. The Contractor shall clear snow and ice before the normal building operating hours to prevent a slip hazard. The Contractor shall clear snow and ice during normal building operating hours and may be authorized to divert work to accomplish the task. The Contractor shall request prior approval from the COR for the diversion. The COR retains the right to determine what type of services and the duration of diverted services for the removal of snow and ice. Diversion of workforce to begin clearing walkways is a standard service. Snow removal shall be completed to such an extent as to allow safe and easy access to each building by 5:30 a.m. for Bolling and/6:30 a.m. for Whittaker, Monday through Friday. The Contractor must be capable of working at all locations SIMULTANEOUSLY in order to meet this requirement. The vendor must be able to respond to the above four (4) locations within one (1) hour of a snow and/or ice event requiring service. Action: Interest parties shall provide a written notice to the Contracting Officer which details: •· Evidence that your firm is a small business under NAICS code 561790 Titled "Other Services to Buildings and Dwellings." Size Standard is $7 million. •· A description of your company's technical ability to provide snow removal, ice removal, and haul away of snow and ice removal off the premises for the four (4) premises listed above. •· How your firm will respond within one (1) hour of a snow and/or ice event requiring service for the four (4) properties listed above while maintaining other snow removal contracts. •· Your proposed project manager's resume •· One sheet experience list of all areas in which your firm has provided commercial snow removal, ice removal, and haul away of snow and ice removal off the premises. Include the location/building name, address, city and state and customer name. •· If you are not a local vendor, how you will perform the work along with a list of subcontractors/relationships you would use to complete the work. •· List of all equipment that will be used on the potential contract (ride-on equipment such as front end loaders, backhoes, skid loaders, snow plows, dump trucks, etc.) to ensure snow and ice is removed and extracted from the four (4) locations listed above in a efficient, effective, and simultaneous manner.
