The Department of Health and Human Services (HHS), Assistant Secretary for Preparedness & Response (ASPR), Office of Acquisitions Management, Contracts & Grants (AMCG) invites your organization to submit a proposal for the Biomedical Advanced Research and Development Authority (BARDA) Division of Analytic Decision Support (ADS) contract as set forth in the solicitation, Request for Proposal (RFP) RFP-13-100-SOL-00010. This letter provides additional information and explanation of the RFP. This solicitation, amendments, questions and answers and all other related documents will be posted to FedBizOpps (https://www.fbo.gov/). 2. The purpose of this effort consists of procuring subject matter expertise in epidemiology, medical sciences, operations research, mathematical modeling, computational sciences, and other domains. The purpose of this solicitation is to purchase and deliver graphically oriented, interactive analytic visualization tools and analysis to the Division of Analytic Decision Support (ADS) that can be used by local, state and federal decision makers. 3. Multiple awards under an Indefinite Delivery Indefinite Quantity (IDIQ) contract are anticipated for the BARDA - ADS program. This RFP is comprised of five separate and distinct functional areas: Operational Support, Strategic Studies and Analysis, Public Health and Medical Consequence Modeling, Technology Development and Systems Integration, and Advances Applied Research and Development. Offerors may submit proposals under one or more of the functional areas. NOTE: Functional Area 4, Technology Development and Systems Integration, is a total small business set-aside. All other functional areas are full and open. Instructions to offerors and the evaluation criteria for the initial award are set out in sections E.2 and E.3 of the RFP. 4. Please be advised that award may be made without discussions. Be sure that your proposal includes all requested information; award may be made based on initial proposal submittals with no opportunity for revisions. 5. Interested offerors shall contact Ms. Ashlie Evans at ashlie.evans@hhs.gov & adam.freimanis@hhs.gov to obtain an alphanumeric offeror code as your identification code during the procurement process. This code is to be used throughout your proposal in lieu of your company's name or logo. The code shall be clearly identified on each volume/section of your proposal. Please note that a separate cover sheet shall accompany your redacted proposal that contains your company's contact information. Upon receipt of your request for an Offeror Code, instructions will be provided on how to code subcontractors' submissions. 6. If you submit a proposal, you must: a. Complete blocks 19 through 24 of the Standard Form 1449. An Authorized representative should sign and date Blocks 17 and 18. b. Fill in all blanks (section A through E) that require input from the offeror such as Contract Line Item Number (CLIN) Prices, Statement of Work (SOW) and clause information market "TBP" ("To be proposed"). c. Fill out and ensure completeness of all applicable blanks for the "Representations, Certifications, and Other Statements of Offerors" in Section B of the RFP. d. Provide information as indicated in Section E. e. If applicable provide copy of Small Business sub-contracting plan. 7. You are reminded that proposals are due according to functional area. The due dates are listed in the RFP at Section E.2, Instructions to Offerors. Clearly mark proposals "RFP-13-100-SOL-00010" and send to: Adam Freimanis and Ashlie Evans via electronic mail at: adam.freimanis@hhs.gov and ashlie.evans@hhs.gov. Facsimile and hardcopy submittals will not be accepted. An Announcement has been made that an open solicitation (RFP-13-100-SOL-00010) is in progress for the requirements of this RFP. Briefings to any Government official by participating offerors on the subject of this RFP are inappropriate during the selection period that begins at FedBizOpps announcement (RFP-13-100-SOL-00010) and continues until contract award. Any questions or discussions related to this acquisition must be conducted solely with the Contracting Officer, Adam Freimanis via electronic mail at: adam.freimanis@hhs.gov and Contract Specialist, Ashlie Evans via electronic mail at: ashlie.evans@hhs.gov. 9. All RFP questions shall be submitted in writing via e-mail to the designated contact person/e-mail listed in the solicitation no later than 12:00 PM Eastern Time (ET) by 14 June 2013. No questions after this date will be responded to nor will the Government entertain or respond to telephonic inquiries. It is the intent of the Government to expeditiously respond to all RFP questions with timely responses posted on FBO.gov and not host a pre-proposal conference. The Government intends to respond to all questions for the purpose of providing information concerning the Government's requirements which may be helpful in the preparation of proposals and for answering any questions which potential offerors may have regarding this solicitation. The Government will take under consideration all data provided and may incorporate some, all or none of the data received through amendments to the solicitation. 10. Your proposal should be unclassified. Classified information will not be accepted. 11. Your interest in this program is greatly appreciated and we look forward to your response.
