Description
CSC Applied Technologies LLC (CSC) is contemplating the issue of solicitation IFB164B for XTLF 15-1011, Repair Chiller Plant as a SBA Certified HUBZone Small Business set aside. Funds are not promised or guaranteed for this solicitation. There shall be no legal liability on the part of the Government or CSC should funding not be provided. In the absence of funding no contract will result. Should funds be provided, to be considered for award of this project a contractor must have satisfactory previous experience in the types of work contained in this solicitation and have a successful track record performing the types of work contained in the project. Vance AFB also has strict Base access regulations and commercial inspections are mandatory with each entry to the facility. The acceptance period for this action will be through 30 September 2013 and contractors should consider this impact to their bonding limits prior to bidding the solicitation. Project consists of replacing two existing Carrier 460 ton centrifugal chillers with two new 460 ton centrifugal chillers. The existing chillers are located within the F672 mechanical equipment room. Perform all work in accordance with the plans and specifications to provide a completed project. 1) Two existing Carrier R-22 460 ton centrifugal chillers are to be removed. i. The existing R-22 refrigerant charge shall be removed, containerized and delivered to CSC Operations as directed by the Construction Manager. ii. The existing R-22 chillers shall become the property of the Mechanical Contractor. 1. Oil shall be removed and delivered to CSC Operations for disposal. 2) One existing refrigerant containment vessel shall be temporarily removed as required to clear space for installation of a new chiller. The vessel shall be reinstalled after installation of the new chiller as required. i. Any R-22 contained within the vessel shall be removed, containerized and delivered to CSC Operations as directed by the Construction Manager. 3) Two new R-134a 460 ton centrifugal chillers shall be installed within the F672 mechanical equipment room. The project includes removing existing valves and piping and replacing with new valves and piping. The project also includes removing existing EMCS points and actuators and reinstalling EMCS points and actuators to serve the new chillers as required. Some new EMCS points shall be required. The project also includes installing a new R-134a refrigerant leak detection monitor with sensors and alarms. Contractor shall submit a plan to describe how the new chillers are to be installed, new valves and piping connected to the existing systems within a time limit to minimize system downtime. The ‘down' time of the Thermal Energy Storage system is very important to Vance AFB and shall be minimized to the maximum extent possible. Magnitude $500K - $1M Estimated Solicitation Issue Date: June 11, 2013 Once issued, please refer to the Solicitation Documents Folder of the solicitation download in the file "Solicitation Offer and Award" to confirm the following dates Pre-Bid, July 2, 2013, 10:00 a.m. at Vance AFB, OK meeting will begin in Building 200 Conference Room 123. Bid Opening, July 16, 2013 at 2:00 p.m. to be held at Building 200 Conference Room 123. Both above dates are subject to change. Please verify prior to dates shown to assure the scheduled events will occur as stated here. Anyone planning on hand carrying a bid that does not already have a Base pass should contact Local Purchase via E-mail at ricky.murrow.ctr@us.af.mil and advise who will be carrying the bid. The individual(s) will need to plan on arriving at the Visitors Center at least 45 minutes prior to bid opening to avoid potential delay in accessing the facility. Valid driver's license and current insurance and registration for the vehicle being driven will also be required to be presented at time of arrival at the Visitors Center and prior to a Base pass being issued. Please note: All interested persons wishing to attend the, non-mandatory but highly recommended, Pre-Bid Meeting to be held at Vance AFB must provide the following information a minimum of five (5) days prior to the Pre-Bid Meeting. The individuals name as it appears on their Driver's License, Driver's License Number, Driver's License State of Issue and Date of Birth. Provide the above via E-mail to ricky.murrow.ctr@us.af.mil. Valid driver's license and current insurance and registration for the vehicle being driven will also be required to be presented at time of arrival at the Visitors Center and prior to a Base pass being issued. It is important that information be provided no later than the Thursday of the week prior to the Pre-bid meeting date. Failure to provide this information may result in not being given access to the facility. Questions or clarifications should also be directed to either E-mail address ricky.murrow.ctr@us.af.mil. IFB164B package is expected to be available on or about the Estimated Solicitation Issue Date shown above from the FBO Vance AFB page. After solicitation issue it is your responsibility to check FBO frequently for possible addenda or other items that may affect the solicitation.
