Description
This announcement is amended to enter the correct classification code. The announcement is a sources sought notice only. No solicitation exists at this time. The Wilmington District, U.S. Army Corps of Engineers is seeking information regarding the capability and availability of qualified contractors to provide miscellaneous Architect-Engineer (A-E) services for large projects, Army. It is the intent of the Government to select a minimum of one firm for a multidiscipline Indefinite Delivery Contracts (IDC). This contract will be procured in accordance with the Brooks A-E Act, as implemented in FAR Subpart 36.6. The IDC will be for a period not to exceed five years, $16,000,000. Work will be issued by negotiated firm-fixed price task orders. Task Orders will be primarily for large projects, Army with a construction value greater than $2 million, however as required, smaller projects will be executed under these contracts. These task orders are firm fixed price. The North American Industry Classification System (NAICS) is 541330; size standard $14 million. PROJECT INFORMATION: Work may consist of preparation of reports, studies, project planning, design criteria, preparation of drawings and specifications, cost estimates, and other general A-E services for multi-disciplined new construction and renovation projects for military and other government agencies. The work primarily consists of the design of new vertical construction on facilities commonly found at military installations (barracks, dining facilities, offices, training facilities, equipment maintenance facilities, labs, etc.) as well as horizontal construction projects (parking lots, roads, ranges, drainage, etc.). The firm may be required to provide construction phase and other services that may include preparation of operation and maintenance manuals, shop drawing review, and commissioning/start-up/fit-up design support. All design must comply with the Savannah District Design Manual. All drawing files must be delivered in the (*.dgn) and/or Bentley BIM format. All drawing files will be developed using the Tri Service AEC Standard, as supplemented by the Savannah District Design Manual. The standards include naming convention, file and directory structure, line weights, levels, and color. Specifications will be produced in SpecsIntact using the Unified Facilities Guide Specifications (UFGS). Responses to Government review comments will be provided on the Corps of Engineers Design Review and Checking System (DrChecks). The successful firm will have past Specialized Experience and Technical Competence; Key Personnel; Past Performance and Work Management. For Key Personnel the successful firm must be able to field at a minimum five fully functional design teams simultaneously in support of army projects in the SAD Theater. The minimum number of professionals required to be available to support design teams simultaneously are as follows: Project Managers (5 total (licensed/certification preferred) professionals), Architects (5 total licensed professionals), Civil Engineers (5 total licensed professionals), Mechanical Engineers (5 total licensed professionals), Electrical Engineers (5 total licensed professionals) and Cost Estimators (5 total (licensed/certification preferred) professionals). Other professionals of lesser numbers (Certified Industrial Hygienist, Structural Engineer, Geotechnical Engineer, Fire Protection Engineer, Interior Designer and Surveyors are required to complete the design teams. Firm will have the ability to acquire other professionals (range, environmental, etc.) as projects demand. SUBMISSION REQUIREMENT: Interested parties are to provide the firm's capabilities on no more than three pages and should include firms name, address, phone number, email and point of contact; capability to perform to include geographic span and demonstrated capability to handle multiple design teams simultaneously; and business size to include small business designation.
