Description
1. Federal Student Aid (FSA), a component of the Department of Education (DoED), continues to advance its Enterprise Identity Management System (EIMS) initiative, under which it has been engaged in systematically upgrading legacy capabilities external users' interface with to access FSA data and evolving its security approach to ensure all of its security capabilities interoperate and function as a unified enterprise asset. 2. The next phase of the EIMS initiative involves replacing the PIN application, which non-privileged users interface with to register and access their data, with a new capability that is void of current PIN application concerns and either into the existing FSA Access Identity Management System (AIMS) or uses another AIMS equivalent capability that will effectively interoperate with AIMS. For specifics, refer to the attached Phase 1 RFP consisting of Parts A through E. 3. Small businesses responding to this Phase 1 RFP are reminded that this is a FAR Part 12 procurement action. Accordingly, the RFP consists of Parts A through E. Specific instructions and evaluation criteria are contained in Part E. Following completion of Phase 1, a Phase 2 RFP will prepared and sent ONLY to competitors continued into Phase 2. The Phase 2 RFP will consist of the Phase 1 RFP Parts A through D, as may be subsequently revised, and a new Part E. The contract the government intends to award, as a result of this competition, will NOT include the Phase 2 Part E and, as appropriate, content in included Parts A through D may be revised.
