- See attached justification for sole source Notice of Intent - Sole Source The National Institute of Standards and Technology (NIST) Acquisition Management Division, on behalf of the Information Technology Laboratory, intends to negotiate with Mentum Wireless, Inc. (Mentum), on a sole source basis under the authority of FAR Subpart 13.106-1 (b), Soliciting from a Single Source, to provide the research package upgrade described below. Background: The National Institute of Standards and Technology (NIST) uses a Radio Frequency (RF) planning tool for providing network performance estimates and resources required to implement a nationwide broadband public safety network as mandated by Congress in the American Jobs Act of 2011. NIST acquired a Mentum Planet license in 2010 and developed major extensions to it using its open Application Programming Interface (API). For the past two years, NIST has used this API to address the challenges of modeling a nationwide network by automating repetitive and/or time consuming tasks as well as developing custom algorithms to reduce the complexity of the analysis and provide results in a timely matter. Brand Name Justification: NIST intends to procure a package upgrade, software modification, configuration and software maintenance for this existing Mentum license. Recent market research conducted by NIST shows that Mentum is the only authorized provider of this upgrade/maintenance. See attached justification for more details. The NAICS Code is 541519. NIST anticipates negotiating and awarding a firm-fixed-price purchase order to Mentum for this requirement for a one-year period of performance. Interested parties that believe they could satisfy the requirements listed above for NIST and are authorized by Mentum to provide these items may clearly and unambiguously identify their capability to do so in writing on or before June 7, 2013 at 12 pm EST. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition.
