- Sole Source Notice 13-SS-0025 The Office of Naval Research (ONR) intends to issue a firm fixed price award to a single source under the authority of FAR 6.302-1(a)(2)(iii), Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements, on or about 22 June, 2013 to Sitecore USA, Inc. The period of performance will be a twelve (12) month base and two (2) additional periods of twelve (12) months each. The prospective contractor is currently providing a Sitecore license agreement that permits use of Sitecore Software on a total of four (4) Server(s) under Contract Number N00014-12-M-0401. The license allows up to ten (10) concurrent users. In addition, the following Sitecore software that is licensed includes Sitecore StatCenter, Sitecore SharePoint Connector, and Sitecore Newsletter. Sitecore Content Management Software (CMS) annual Maintenance agreement provides the Licensee with the access to upgrades and Bronze level technical support for the purchased Sitecore software. The support provided gives Sitecore Certified Developers access to the Sitecore online support portal. A single source award is anticipated to Sitecore USA, Inc. because they offer a comprehensive web publishing solution with capabilities to automate and improve all core web publishing activities including content workflow, browser-based content updates, and web analytics to name a few. While there are hundreds of content management systems on the market, the software offers a very useable and intuitive interface compared to competitors, and the system includes Sharepoint components to integrate with ONR's future intranet platform. In addition, all the website data will have to be transferred to the new system, which could take up to several months and will require additional manpower to execute the task. Therefore, it is considered more cost effective for the government to renew the licenses for the current Sitecore products. The North American Industry Classification System (NAICS) code for this requirement is 511210 with the size standard of $25 million. This notice of intent is not a request for proposals or quotes; however, all responsible sources may submit a quotation and technical capabilities, which, if received within fifteen (15) calendar days of publication of this notice, shall be considered by ONR. All responses must be submitted to the Government point of contact at the email address shown below. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
