- Pre-solicitation Synopsis The U.S. Environmental Protection Agency (EPA) Office of Radiation and Indoor Air, National Analytical Radiation Environmental Laboratory (NAREL) facility located on the Gunter Annex of Maxwell Air Force Base in Montgomery, Alabama has a requirement for an indefinite-delivery, indefinite-quantity (IDIQ) contract to provide construction of a new addition and renovations of the NAREL laboratory. The new addition and laboratory renovations are expected to be accomplished in three major phases so as to maintain the continuity of research activities, with one or more task orders being issued to cover each phase. In addition to these major phases, task orders may also be issued for additional projects which are incidental to the addition and laboratory renovations. This acquisition is being conducted as a competitive 8(a) set-aside in accordance with Section 8(a) of the Small Business Act and FAR Subpart 19.8. Competition is limited to 8(a) concerns that are serviced by the Birmingham, Alabama District Office of the U.S. Small Business Administration. The Phase 1 base project requires the contractor to provide a new addition of approximately 7,000 square feet including concrete footings, concrete masonry foundation walls, concrete slab on grade and metal stud construction with EIFS and modified bitumen roof, fire-sprinkler system, HVAC, plumbing and electrical work as well as minor site clearing and utility work. Included in this work is a training room which will also act as a tornado shelter for the facility. One of the AHUs will be installed in the penthouse. The project will include relocating two environmental chambers and reworking the mechanical systems for these chambers. A change order to incorporate mechanical equipment for the relocated environmental chambers is anticipated. The Phase 1 project includes three (3) Add Alternates. Add Alternate 1 is to provide renovations to the existing mixed waste wing and install ductwork to the new AHU required in the base project. Add Alternate 2 is to provide a renovat ions to the administrative wing, including upgrades to two restrooms and renovation of the existing mechanical room into a secure conference room. Add Alternate 2 also includes new ductwork for the new AHU in the base project. Add Alternate 3 is to provide an additional AHU in the penthouse. The Phase 2 project requires renovation of the chemistry wing. This phase will be done in two parts ? East Chemistry Wing Renovations and West Chemistry Wing Renovations. The East Chemistry Wing project will include renovation of labs, connection to central HVAC and connecting perchloric fume hood exhaust to new strobic fans. This portion also includes demolition work of the existing associated air handlers and related work in the penthouse area. The West Chemistry Wing project will include similar renovations to the East Chemistry Wing. The Phase 3 project requires renovation of the physics wing. This phase includes renovations to the counting lab and the addition of an outdoor liquid nitrogen tank as well as renovating the existing sample prep area into a tritium/liquid scintillation lab. The HVAC will also be renovated and connected to the central system. Also included in this phase are renovations to the applied science wing which includes renovating an existing lab into an applied science lab and adding a new air handler and exhaust fan. Award of a single 7-year, indefinite-delivery, indefinite quantity (IDIQ), fixed-price task order contract is anticipated. Specific requirements will be identified in written task orders issued by the Contracting Officer. In addition to price, the Government?s evaluation of proposals will include assessment of each offeror?s past performance record on similar projects, project management approach, and key personnel qualifications. All non-price evaluation factors, when combined, are approximately equal in importance to price. The price evaluation shall be based on prices proposed for Phase 1 of the project. The specifications and drawings will be part of the solicitation package. It is anticipated the solicitation will specify a minimum order amount of $1,000,000, a maximum order amount of $20,000,000 over the life of the contract. The Government intends to evaluate proposals and make award without discussions. The North American Industry Classification System (NAICS) code is 236220, Commercial and Institutional Building Construction, the size standard for which is $33.5M. All responsible 8(a) concerns that are serviced by the Birmingham, Alabama District Office of the U.S. Small Business Administration may submit a proposal, which will be considered by EPA. The DRAFT Request for Proposal (RFP), DRAFT IDIQ Statement of Work, and DRAFT Phase 1 Specifications and Drawings are posted on the EPA Cincinnati Procurement Operations Division (CPOD) website located at http://www.epa.gov/oam/cinn_cmd/. A pre-proposal conference, including an organized site visit, will be conducted at the NAREL facility located on the Gunter Annex of Maxwell Air Force Base in Montgomery, Alabama on Wednesday June 19, 2013 at 9:00 AM CDT. You must register in writing through the Contract Specialist identified below in order to attend the conference/site visit. Registrations will be accepted until 2:00 pm (CDT) Tuesday, June 11, 2013. Since this conference/site visit will be conducted on a U.S. Air Force Base, all attendees must be US citizens and the request to attend must include the full name, date of birth, Social Security Number and/or Alabama Drivers License Number. This information is necessary to be provided in advance so a background check may b e done for access to the base. Requests to attend the conference/site visit after this date and time may not be honored. It is anticipated the FINAL RFP, including the IDIQ Statement of Work, and Phase 1 Specifications and Drawings should be posted on the EPA Cincinnati Procurement Operations Division (CPOD) website on or about June 17, 2013.
