- This is the posting for the new A/E (Architectural and Engineering Services) IDIQ for Altus AFB, OK. INDEFINITE DELIVERY/INDEFINITE QUANTITY FIRM-FIXED PRICE CONTRACTS FOR ARCHITECTURAL SERVICES AND FOR ENGINEERING SERVICES: Professional Architect-Engineer (A-E) services are required for award of Indefinite Delivery Indefinite Quantity (IDIQ) type contracts involving Title I Design Services, Title II Services and Other A-E Services, to include incidental related work, in support of Government administered construction contracts including but not limited to: developing design criteria; fact finding studies; surveys and investigations; research; preparation of impact assessments; planning; development of prevention, compliance and restoration guidelines; environmental and energy management studies; engineering studies, technical investigations and soil testing; feasibility and value engineering studies; installation planning and development of area and comprehensive design guidelines; facility and installation investigations and research; and planning studies; surveying and mapping; renderings; photography; services also include computer aided design and drafting (CADD) capability and compatibility with Autodesk AutoCAD 2009 and the capability to digitize existing drawings for Autodesk AutoCAD 2009 use are required; word processing documents will be Microsoft Word 2007; schedules and spreadsheets will be Microsoft Office Excel 2007. Also required is the capability to generate CADD files and to convert files such as photos, publications, CAD drawings, and other types to non-editable files such as PDF files. Work sites to include Altus AFB, OK (AAFB) which could include work at the Sooner Drop Zone (SDZ) located in Harmon County, OK; and at the Clinton-Sherman Airfield located in Burns Flat, Washita County, OK; or at Sheppard AFB, Wichita Falls, TX (SAFB) which could include work at Lake Texoma Recreational Annex located approximately 120 miles east of SAFB in Briar Creek Cove on Lake Texoma, Grayson County, Texas; and Frederick Auxiliary Air Field in Frederick, Oklahoma. Projects will vary by type, scope, and complexity, requiring the use of various and multiple facility design disciplines and related technical services. Services provided by the A-E will be primarily for execution of sustainment, restoration and modernization (SRM) type projects: construction of new whole buildings requiring all disciplines; minor construction (addition/remodel) and maintenance (repair/alteration) of existing real property requiring various combinations of disciplines; and/or support of government in-house designs and other Government IDIQ construction contracts requiring one or more disciplines. Design services provided within each engineering discipline shall be performed under the direct supervision of state licensed architects and engineers. The government anticipates awarding two (2) A-E ID/IQ contracts. One contract will be awarded full and open, and the second contract will be awarded as small business set-aside. Contracts will be awarded to the most highly qualifed firms for capabilities required by the Government. Contracts will cover a one-year base ordering period with four (4) one-year option periods. Individual contracts will not exceed $2,500,000.00 for the entire contract period, including options. A minimum of $5,000.00 is guaranteed in the basic year. Services may be funded with either appropriated or non-appropriated funds. Notice to Offerors: Funds are not presently available for this effort. No award will be made under this synopsis until funds are available. The Government reserves the right to cancel this synopsis, either before or after the closing date for receipt of proposals. In the event the Government cancels this synopsis, the Government has no obligation to reimburse an offeror for any costs. Design requirements will range from studies or charrettes, to 30% designs, to 100% complete designs. For less than 100% designs, emphasis will be on quick response. Most project construction budgets will range from $50,000.00 ($50k) to $750,000.00 ($750k). Direct design fees have a statutory limitation of 6% of the construction budget. The criteria for selection, in relative order of importance, and point values assigned to each criterion are as follows: (1) Professional qualifications of the staff to be assigned to the project necessary for satisfactory performance of required services-30 points; (2) Specialized experience and technical competence in the type of work required, including, where appropriate, experience in energy conservation, pollution prevention, waste reduction, and the use of recovered materials-20 points; (3) Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules-18 points; (4) Capacity to accomplish the work in the required time-12 points; (5) Location in the general geographical area of the project (defined herein as location within a 300-mile radius of the key personnel of the prime A-E firm intended to support any resulting contract) and knowledge of the locality of the project; provided, that application of this criterion leaves an appropriate number of qualified firms, given the nature and size of the project-10 points; and (6) Volume of work previously awarded to the firm by the Department of Defense (DOD) during the previous 12 months, with priority given to equitable distribution of DOD contracts. However, we will not reject the overall most highly qualified firm solely in the interest of equitable distribution of contracts-10 points. Each firm will indicate whether they want to be considered for the small business set-aside, the full and open award, or both. All firms will indicate selected consultants to include, but not limited to, the following design disciplines: Architectural (including landscape architects), Civil Engineer (general and airfield design), Structural, Mechanical (primarily HVAC and plumbing, fire protection required), Environmental (hazardous waste identification and design), and Electrical (building design, fire detection and alarm systems, exterior lighting, and underground distribution). Consultants, joint ventures, or complete in-house capability of the listed design disciplines is acceptable. Firms desiring consideration shall submit one (1) original and three (3) copies of their Standard Form (SF 330), Parts I and II"Architect-Engineer Qualification." Also, firms shall include one (1) CD containing their Standard Form 330 (SF 330), Parts I and II, "Architect-Engineer Qualification."
