Description
This project is for the replacement of a Visual Approach Slope Indicator (VASI) with a Precision Approach Path Indicator (PAPI) serving Runway 09 at Wittman Regional Airport, Oshkosh, Wisconsin. The contractor shall provide all labor, supervision, materials, and equipment to perform the project in accordance with the contract clauses, drawings, and specifications. The contractor shall coordinate the exact sequence of work with the airport authority through the Contracting Officer s Representative (COR) prior to construction. The contractor shall provide updated construction schedules at the preconstruction conference and upon request. The contractor shall hold a tailgate safety meeting prior to commencement of work each day to discuss possible safety hazards and mitigation. The work includes but is not limited to: 1. Submit request for FAA assistance to locate existing FAA owned underground utilities and cabling. Contact all local utility companies to locate and mark other existing buried utilities near the construction zone. 2. Contract a registered land surveyor (RLS) to layout and stake PAPI Lamp Housing Assembly (LHA) and PAPI Power & Control Unit (PCU) equipment rack locations. 3. Install 3 tall orange snow fence along border of Runway 09 RSA in the immediate vicinity of the work locations. 4. Remove existing VASI LHA s and their associated concrete pier and screw anchor foundations. Repair disturbed sod areas by placing compacted topsoil, grading the area, and seeding per specifications. 5. Construct reinforced concrete foundations for PAPI LHA s and PAPI PCU equipment rack. 6. Construct Runway 09 PAPI frangible PCU equipment rack on concrete foundation near the PAPI LHA s, outside of the RSA, as shown on the plans. 7. Bore 2 GRS conduits under taxiways where shown on plans for PAPI power cables. 8. Sawcut existing asphalt road, install 2 GRS, backfill, place crushed stone base course, and replace asphalt as shown on plans and in accordance with specifications. Haul spoils off site or place where directed by COR. 9. Coordinate with local power utility as needed. Remove existing disconnect switch from existing electric meter pedestal; furnish and install new disconnect switch on the existing electric meter pedestal as per plans. 10. Install four PAPI LHA s on frangibly mounted EMT conduit supports on concrete foundations. 11. Install PAPI power and control cables in conduit from the PCU rack to PAPI LHA s and make connections to equipment at both ends. Install direct buried power cables from the existing electric meter pedestal to the PAPI PCU equipment rack (pull cables through 2 GRS under taxiways and roadway) and make connections to equipment at both ends. Install guard wire above cable runs as shown, with copperclad ground rods installed per specifications. All power and control cables shall be tested per specifications after installation in the presence of the COR. A written record of the test results for all of the conductors shall be delivered to the COR. 12. Install perimeter grounding conductors with copperclad ground rods around LHA s and PCU rack. Test grounding system per specification FAA-GL-918D. A written record of the test results shall be delivered to the COR. 13. Construct compacted crushed rock plot around PAPI LHA s and PCU rack. 14. Aim PAPI LHA s. 15. Verify PAPI will operate normally on local control. Adjust photocell to point North and test photocell. 16. Install labels on electrical equipment and junction boxes per specifications. Install weatherproof labels with minimum 4 tall lettering, red on white background showing aiming angle and unit number (i.e., LHA #1, 3 30 ). 17. Implement and maintain a quality control plan to ensure contract compliance. 18. Restore any asphalt pavement damaged by construction equipment and grade and seed turf areas disturbed by construction activity performed under this contract. Furnish and install new topsoil and grade affected areas as directed by COR. 19. Cleanup site on daily basis. Provide sweeper to clean debris from pavement surfaces during construction as required, or at the direction of either the airport authority or COR. 20. Participate in Contractor s Acceptance Inspection (CAI) with COR and OSH FAA SSC representative(s). Address punch list items generated at the inspection (if any). Contract performance time is 25 calendar days, with an anticipated start date of August 13, 2013. The estimated price range for this procurement is between $100,000 and $250,000. INTERESTED FIRMS MUST HAVE SUCESSFULLY COMPLETED SIMILAR PROJECTS BOTH IN DOLLAR AMOUNT AND SCOPE OF WORK AT AN OPERATIONAL AIRPORT.
