*****CONTACT DENECE NORRIS(ARCS), ONLY TO SUBMIT QUOTES OR SUBMIT QUESTIONS REGARDING THIS SOLICITATION****** This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested. This notice is being issued as a Request for Quotations (RFQ) for twenty eight (28) Ea. Structural Loads Test Measurement Acquisition Systems (SLTMAS) built same as or equal to the attached specifications. Included in the specifications for quote is a list of supporting equipment in Section B, Pages 26-27. This procurement is a total small business set aside. All responsible sources may submit an offer which shall be considered by the agency. However, any award from this RFQ shall require the potential vendor to be certified within the online System for Award Management System(SAM), www.sam.gov, with the Representations and Certifications completed within the SAM system prior to award in compliance with FAR 52.212-3 with Alternate I. Delivery shall be FOB Destination to Marshall Space Flight Center, Central Receiving, Bldg 4631, Huntsville, AL., 35812, per Section 5 of the attached specifications. Contents of this solicitation package includes: 1. Combined Synopsis/Solicitation: Pages 1-5 2. Contract Clauses/Terms and Conditions: Section A - Pages 1-16 3. Structural Loads Test Measurement Acquisition System Specifications: Section B - Pages 1-29 4. Solicitation Provisions: Section C - Pages 1-26 Offers for the items described above are due by June 11, 2013 by 4:00 P.M. CST to Denece A. Norris(ARCS) at denece.a.norris@nasa.gov or faxed to (256)544-5028 and must include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration, taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Offerors shall provide the information required by FAR 52.212-1 (FEB 2012), Instructions to Offerors-Commercial Items, which is incorporated by reference. If the end product(s) offered is other than a domestic end product(s) as defined in the clause entitled 'Buy American Act -- Supplies,' the offeror shall so state and shall list the country of origin. FAR 52.212-4 (FEB 2012), Contract Terms and Conditions-Commercial Items is applicable. FAR 52.212-5 (JAN 2013), Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items is applicable and the identified clauses are incorporated by reference. The following provisions and clauses are included in full text: Clause - Representation on Acquisition of Information Technology Systems From Entities owned, directed or subsidized by the People's Republic of China Clause - Restriction on Acquiring Information Technology Systems from Entities Owned, Directed or Subsidized by the People's Republic of China Provision - Representation on Acquisition of Information Technology Systems From Entities owned, directed or subsidized by the People's Republic of China The FAR may be obtained via the Internet at URL: http://www.acquisition.gov/far/index.html The NFS may be obtained via the Internet at URL: http://www.hq.nasa.gov/office/procurement/regs/nfstoc.htm Selection and award shall be made to the lowest priced, technically acceptable offeror, with a proven history of satisfactory performance within the aerospace industry for Structural Loads Test Measurement Acquisition System units. At a minimum, the vendor shall provide three(3) references independent of the offeror or a subcontractor for systems of the same type provided and installed in the past five(5) years as an example of proven design, to include: 1. Three (3) Company/Agency Names and Contract Number. 2. Point of contact (POC). 3. Phone number and email address of POC. In order to be determined technically acceptable, vendor shall have acceptable past performance. Technical acceptability shall be determined by review of information submitted by the offeror which must provide a description in sufficient detail to show that the product offered meets the Government's requirement. As part of the technical acceptability evaluation, the Government may contact the references provided above to verify that the design and product provided performed satisfactorily and is the same type offered in response to this RFQ. All contractual and technical questions shall be in writing (e-mail or fax) to Denece A. Norris(ARCS) at denece.a.norris@nasa.gov or faxed to (256)544-5028 no later than June 6, 2013 by 4:00 P.M. CST. This will be a 'one time' question and answer period. Telephone questions shall not be accepted. All technical questions shall be answered as a modification to this solicitation. NASA Clause 1852.215.84 (NOV 2011), Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/pub_library/omb.html..
