Description

This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopses and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by NSWC Crane. The Naval Surface Warfare Center (NSWC), Crane Division intends to procure Wire Harness Replacement Kits for Navy/Marine Corps H-53E Helicopters by awarding a contract to the responsible offeror whose offer, conforming to the solicitation, is determined most advantageous to the Government, past performance and price factors considered. The requirement will be competitively solicited on a restricted basis as a total small business set-aside as implemented by FAR 19.502-2. The procurement will be conducted in accordance with FAR Part 15 and will result in a firm-fixed-price, indefinite delivery-indefinite quantity type contract with a five year ordering period. The awardee will receive delivery orders for Wire Harness Replacement Kits within the contracts anticipated minimum and maximum ordering constraints of one to thirty kits. The resulting contract will also require the delivery of technical data in accordance with attached Contract Data Requirements Lists (CDRLs). Production kits will be required within 16 weeks after the date of each delivery order issued. Delivery requirements shall be F.O.B. destination; inspection and acceptance occur at destination. The requirements are detailed in the statement of work and parts lists attached to this synopsis and the forthcoming solicitation N00164-13-R-JS15 to be posted on the FBO and NECO websites located at http://www.fbo.gov and http://www.neco.navy.mil respectively. To be eligible for award, contractors must be properly registered in the System for Award Management (SAM). Offerors may obtain information on SAM registration and annual confirmation requirements by calling 1-866-606-8220 (1-334-206-7828 for international calls) or via the internet at https://www.acquisition.gov. In accordance with FAR 4.1201, prospective contractors shall also complete electronic annual representations and certifications at ORCA accessed via https://www.acquisition.gov in conjunction with required registration in the SAM database. In order to access the attachment technical data package, contractors must be registered in the Joint Certification Program (JCP). Information about the JCP is located at http://www.dlis.dla.mil. The solicitation and any changes to the requirement that occur prior to the closing date will be posted to the FBO and NECO websites as amendments to the original solicitation. All responsible sources may submit a proposal that shall be considered for award by the Government. For changes made after the closing date, only those offerors that responded to the solicitation with a proposal will be provided any following changes/amendments and considered for future discussions and/or award. No hard copies of the solicitation will be mailed; all interested sources must download the document from the websites identified above. The government point of contact is Mr. Matthew S.
