- Description
- The Department of Veteran Affairs, Western New York Health Care System, 222 Richmond Avenue, Batavia, NY 14020 anticipates soliciting bids and consequently awarding a contract for the construction project known as the "PAINT B4 & B6". The solicitation will be conducted in accordance with FAR Part 13 (SEALED BIDDING) and Part 36 (CONSTRUCTION) and will be evaluated in accordance with the procedures therein. The solicitation will be advertised as a Total Set-Aside for Service Disabled Veteran Owned Small Business. The estimated magnitude of construction is between $100,000 and $250,000. The North American Industry Classification System (NAICS) code for this procurement is 2382320 Painting and Wall Covering Contractors, with a size limit of $14.0 million. The contractor shall furnish all labor, materials, equipment, supervision, supplies, travel, etc to perform all work under this project which consists of: Painting B4 & B6 in accordance with the attached scope of work. SCOPE OF WORK GENERAL SCOPE This project is to paint all rooms, usable spaces and corridors of Buildings 4 and 6, Floors A & B, including but not limited to all formerly painted surfaces in all areas, generally as described in this document and the project drawings and specifications. Stairwells shall be included on all floors. Work is located at the VA Medical Center 400 Fort Hill Avenue, Canandaigua NY 14424. This document provides an overview of the work and other pertinent items affecting the scope of work. The plans, specifications, existing conditions and balance of the Contract Documents must be consulted for the entire project content. EXISTING CONDITIONS Buildings 4 and 6 - Occupied during normal business hours. 1.Access to Work - The contractor shall use the exterior doors. Do not store or use VA buildings for storage or staging. Remove all material to exterior storage location to be provided by the contractor. 2.Work shall be performed during non-VA regular hours. 3.The contractor shall schedule the work only after review and approval of all items required for submittal and receipt of all material. 4.The contractor shall coordinate the work periods in phases. Room, space and office furnishings are to be relocated by the contractor during the work and returned to the original location prior to the next day's regular use by the occupant. 5.The contractor shall coordinate with the VA IS/IT department in order to remove and replace connections for any computer, printer, phone and any other communications devices during the work period. 6.B4 and B6 have had fabric applied to plaster entry, corridor walls and some rooms for restoration purposes. Over painting the fabric has occurred. These areas are generally indicated on the drawings. The work includes removal of this fabric and fine restoration of these wall surfaces. Other areas have vinyl wall fabric and decorative wall paper bunting. These materials are to be removed and the walls, both plaster and drywall are to be restored to smooth paintable surfaces. All walls are to be repaired with like material including lath, brown coat and finish plaster or gypsum board and joint compound according to base composition. All surfaces are to be finished smooth in a professional manner by experienced journeymen of the trade. All sub surface voids and damage shall be repaired with new base material according to the composition material. All repaired and pre-paint finishes shall be inspected for a flat and smooth surface. 7.Where wall fabric or wall covering has been applied over terrazzo base, the base shall be cleaned and the profile shall be restored as in areas without the wall covering over application. 8.Slight modifications to the building drawing layouts have been performed. Small variances between existing conditions at the time of painting and the drawings provided for general reference shall not be deemed significant. No change order for slight architectural variance will be issued or considered. The drawings provided shall be for general reference only. FURNISH AND INSTALL The Contractor shall provide prime and 2-finish coats of paint. For areas of new joint compound or finish plaster there shall be an additional seal coat. The Work is to include but not be limited to the following overview: 1.The design standard paint is Pratt and Lambert Accolade. The contractor shall furnish an approved equal at an equivalent cost. 2.The contractor shall provide 6" x 6" samples in 4-Groupings of colors for selection in each room, area and hall. The groups shall be the design equivalent of the following Pratt and Lambert Paints: -Blue1215121612911292 -Yellow1670167116761677 -Green1414141514451446 -Beige2016201720602061 3.Isolate the work area from access by non authorized VA personnel and Veteran populations. 4.The Contractor shall perform a site inspection prior to bid and verify all work and include all work necessary to identify service routing to suit field conditions and complete the work. 5.The contractor must submit to the VA an Infection Control/Risk Assessment Plan before any work can begin. 6.Since these floors are patient areas and will be occupied, safety and infection control precautions must be taken to execute this project. 7.The work area must be sealed during any dust producing activities. This will entail using fire retardant plastic sheets taped to the ceiling, floor and walls to keep any dust in place. 8.The contractor will provide means to mitigate any odor from painting, staining and/or gluing so as not to affect the patients or staff. 9.HEPA filter vacuum and wet mop work area before the plastic is removed and the work area is changed. 10.All trash removal containers must be sealed when transporting construction waste to an outside container. 11.All on site contracting personnel must have identification on them at all time they are on site. 12.All walls to be painted must have any signage removed and any permanent fixtures are to be masked off before painting. Remove and replace adhesive signage such are fire barrier labels. 13.Secure immediate work area to insure patient safety. 14.Provide ventilation to mitigate any paint odor. 15.Repair any surface blemish before final paint coats. 16.Where rooms or areas cannot be painted and returned for occupancy during week day evenings, the contractor shall perform the work on weekend and holiday times that must be painted over a weekend. These are staff rooms whose occupants can't be relocated for the work. 17.Paint and vinyl colors to be selected by the VA staff after award. 18.Remove and replace items mounted on walls prior to and after painting. Examples include but are not limited to handrail, floor rail, pictures, bulletin boards, signage, outlet covers and door stops. 19.Remove paint from existing bare metal items such as corner strips and outlet covers. Do not over paint light switch or electric outlet cover plate. Remove these items, scrape off mottled and stippled paint. Repaint and replace 20.Room and area colors shall be determined during the submittal process. The solicitation documents including specifications and drawings will be issued on or about July 15, 2013 and will be posted on Federal Business Opportunities. This date is subject to change. Hard copy documents including drawings will not be available - all documents for bidding purposes will be posted at this website for download. Site visit information will be provided upon issuance of solicitation. Only one site visit is planned. Bids will be due July 15, 2013 unless extended by amendment.
