Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR 13 Simplified Acquisition Procedures and FAR 12.6 Streamlined Procedures for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation is issued as a request for quotation (RFQ). Provisions and clauses in effect through Federal Acquisition Circular 05-66 are incorporated. It is the contractor ™s responsibility to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: www.acqnet.gov/far and www.acq.osd.mil/dpap/dfars/index.htm. The NAICS code is 332912, with a small business size of 500 employees. This is a Full and Open Competition requirement; all qualified vendors are encouraged to submit a proposal. The Naval Medical Logistics Command request responses from qualified sources capable of providing double check back flow assembly with the following Essential Characteristics. ESSENTIAL CHARACTERISTICS: FOR DOUBLE CHECK VALVE ASSEMBLY REQUIREMENT This requirement is for the procurement of Sixty-two (62) Lead Free Double Check Valve Assemblies and Sixty-two (62) seven (7) foot 1 1/2 inch double jacket fire hoses for Navy Medicine ™s Chemical, Biological, Radiological, and Nuclear Decontamination efforts at Forty-six (46) Military Treatment Facility (MTF ™s) throughout the world. 2,0 Requirements: The contractor will be required to assemble and ship Sixty-two (62) Double Check Valve Assemblies and Sixty-two (62) seven (7) foot 1 ½ double jacket fire hoses to 46 MTF ™s consisting of the following: Double Check Valve Assemblies (Total of 62) must each contain the following: a. Shall be lead free b. 1-1/2 double check backflow valve with cage and removable housing c. 1-1/2 M National Pipe Thread Taper (NPT) x 1-1/2 M National Standard Thread (NST) rough brass adapter d. 1-1/2 M NPT x 1-1/2 F swivel NST rough brass adapter e. End Connections: Threaded American National Standards Institute (ANSI) B1.20.1 f. Maximum working water pressure: 175 PSI g. Hydrostatic Pressure: 350 PSI h. Consumer Safety Association (CSA) Certified B64.5, American Society of Safety Engineers (ASSE) Listed 1015 (horizontal and vertical up), International Association of Plumbing and Association (IAMPO) Listed (horizontal) Fire Hose (Total of 62) a. Double Jacket 400 PSI service pressure, 800 PSI Test pressure b. 7 foot long, 1 1/2 inch diameter c. Standard 1 1/2 brass connections that allow hose to be connected to hydrant and double check valve assembly d. 1-1/2 ¯ NST M output e. 1-1/2 ¯ NST F swivel input f. Mildew Resistant g. Must meet or exceed National Fire Protection Act (NFPA) 1961 standards 3,0 Shipping and Packing: Each Double Check Valve Assembly and hose will be shipped to prevent damage. The following are the amount of devices and addresses of locations where the item will be shipped. Delivery locations are provided as an attachment. Other considerations: 1. All equipment and accessories shall be new from the manufacturer. Used or refurbished equipment, or equipment obtained from a third party shall not be accepted. 2. Cost of shipping equipment overseas, if applicable, needs to be considered. Regulatory Requirements: The Hydrant Backflow Prevention Devices and all of the components, shall be compliant with the Food and Drug Administration (FDA) requirements to market and deliver medical products for use in the United States of America, even should delivery be requested outside of the United States. The claims made for the product shall comply with the regulations of the FDA with respect to products for marketing and delivery of a medical product for use in the United States of America, even should delivery be requested outside of the United States. EVALUATION FACTORS FOR AWARD: The Government intends to award a contract resulting from this solicitation to the responsible offeror whose offer is the lowest price technically acceptable offer, which shall represent best value to the Government. Award shall be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors (ie. technical conformance to the requirements of the solicitation). Evaluation of price will be based on the offeror ™s total price for all line items as delivered to the specified destination. Past Performance is not an evaluation factor for this acquisition. The offeror ™s initial proposal shall contain the offeror ™s best terms from a price and technical standpoint. The Government intends to evaluate offers and award a contract without discussions, but reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government reserves the right to make no award as a result of this solicitation. INSTRUCTIONS TO OFFERORS: Offerors shall provide sufficient technical documentation (including but not limited to: product literature, specifications) to allow for a thorough evaluation of the proposal. Additionally, the vendor shall fully explain their ability to meet the requirements above. Shipping shall be FOB Destination. Proposals shall specify the Total Price. Proposals will be evaluated for Completeness (all CLINS are priced). Adequate competition is anticipated for this acquisition. The government anticipates award of a Firm Fixed Price contract. Offerors shall submit firm-fixed pricing for all above requirements. Include commercial price lists and if applicable, any Federal Supply Schedule numbers and pricing. Include any applicable discounts to the Government.
